MINUTES Joint Sioux Falls City Council - Minnehaha County Commission Meeting Tuesday, August 26, 2025 at 5:00 PM Carnegie Town Hall, 235 W. 10th St., Sioux Falls, SD 57104 CALL TO ORDER MEETING ROLL CALL Present: Council Member Curt Soehl, Council Member Ryan Spellerberg, Council Member Richard L. Thomason, Council Member David Barranco, Council Member Miranda Basye, Council Member Rich Merkouris, Council Member Jennifer Sigette Absent: Council Member Sarah Cole, Mayor Paul TenHaken Present: Minnehaha County Commissioner Gerald Beninga, Minnehaha County Commission Member Jen Bleyenberg, Minnehaha County Commissioner Cole Heisey, Minnehaha County Commissioner Dean Karsky, Minnehaha County Commissioner Joe Kippley PLEDGE OF ALLEGIANCE REGULAR AGENDA ITEMS APPROVAL OF THE AGENDA A motion was made by Council Member Sigette and seconded by Council Member Basye to approve the Regular Agenda. Roll call vote to approve. 7 Yes: Soehl, Spellerberg, Thomason, Barranco, Basye, Merkouris, Sigette; 0 No: (None). Motion Passed. ORDINANCES, RESOLUTIONS, INFORMATIONAL ITEMS 1. Joint Budget Hearing for Siouxland Libraries by Alysia Boysen A motion was made by Council Member Basye and seconded by Council Member Sigette to approve Item 1. A motion was made by Council Member Basye and seconded by Council Member Sigette to amend by amending the 2026 General Fund Siouxland Libraries Department operating budget by increasing the budget $270,000 to dedicate to staffing and facility  operations, to sustain current hours of operation. Funding to come from City’s General Fund Reserves. Roll call vote to amend. 6 Yes: Soehl, Thomason, Barranco, Basye, Merkouris, Sigette; 1 No: Spellerberg. Motion Passed. Roll call vote to approve, as amended. 6 Yes: Soehl, Thomason, Barranco, Basye, Merkouris, Sigette; 1 No: Spellerberg. Motion Passed. The Minnehaha County Commission also approved Item 1, as amended, by a separate motion and vote. 2. Joint Budget Hearing for Siouxland Heritage Museum by Bill Hoskins A motion was made by Council Member Soehl and seconded by Council Member Spellerberg to approve Item 2. Roll call vote to approve. 7 Yes: Soehl, Spellerberg, Thomason, Barranco, Basye, Merkouris, Sigette; 0 No: (None). Motion Passed. The Minnehaha County Commission also approved Item 2 by a separate motion and vote. 3. Joint Budget Hearing for Metro Communications by Aimee Chase A motion was made by Council Member Soehl and seconded by Council Member Basye to approve Item 3. Roll call vote to approve. 7 Yes: Soehl, Spellerberg, Thomason, Barranco, Basye, Merkouris, Sigette; 0 No: (None). Motion Passed. The Minnehaha County Commission also approved Item 3 by a separate motion and vote. PUBLIC INPUT There was public input given on the following: property taxes and assessment values, difficulty selling a home, bringing TIFs and buyouts to a public vote, comments made by an elected official at the July 22nd Minnehaha County Commission Meeting, concerns on election integrity, and the prison. ADJOURNMENT A motion was made by Council Member Barranco and seconded by Council Member Sigette to adjourn the meeting at 5:56 p.m. Voice vote to adjourn. 7 Yes: Soehl, Spellerberg, Thomason, Barranco, Basye, Merkouris, Sigette; 0 No: (None).
