MINUTES Operations Committee Meeting Thursday, March 30, 2023 at 2:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Present: Committee Member Sarah Cole, Committee Chair Alex Jensen, Committee Member Greg Neitzert, Committee Member Curt Soehl Committee Chair Alex Jensen called the meeting to order at 2 p.m. 2. Approval of Minutes A. Tuesday, November 29, 2022 A motion was made by Committee Member Neitzert and seconded by Committee Member Cole to approve the minutes of November 29, 2022. Voice vote to approve. Motion Passed. 3. Topics A. Policies and Procedures Review The committee reviewed several additions and edits to the policies and procedures manual. Upon review, the committee concurred with the additions and edits, as presented, with the exception of the following: duties of the chair and vice chair; City Council staff operations; quasi-judicial procedures; press releases; equipment, supplies, and allowances; and, staff administration. With regard to chair and vice chair duties, the committee requested Soehl and Neitzert to work on additional edits. The committee also decided to further study staff duties and administration in light of work going on with the audit committee and the hire of a City Clerk. Direction was also provided to staff to review and edit quasi-judicial procedures for clarity of the procedure; to include the purchase of City logo-wear in the equipment, supplies, and allowances paragraph; and to make the press releases paragraph clearer. 4.
