MINUTES Operations Committee Meeting Tuesday, October 15, 2024 at 2:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call to Order Committee Chair Rich Merkouris called the meeting to order at 2:30 p.m. 2. Approval of Minutes A. Tuesday, July 16, 2024 A motion was made by Committee Member Barranco and seconded by Committee Member Soehl to approve the Operations Committee Minutes of Monday, June 16, 2024. Voice vote to approve. Motion Passed. 3. Topics A. Chief of Legislation & Policy Position Review Merkouris gave an overview of the proposed position changes. After the overview, there was a discussion on the reporting structure of City Council Staff. A motion was made by Committee Member Soehl and seconded by Committee Member Basye to recommend approval of the Chief of Legislation and Policy position. Voice vote to recommend approval. Motion Passed. B. Policy & Procedures Manual Updates Jim David, Chief of Legislation and Policy, spoke on the updates to the Policy and Procedure Manual. There was a brief follow-up discussion on the benefits of the updates. A motion was made by Committee Member Barranco and seconded by Committee Member Basye to recommend approval of the Policy & Procedures Manual updates.  Roll call vote to recommend approval. 4 Yes: Merkouris, Barranco, Basye, Soehl; 0 No: (None).
