Parks and Recreation Board Meeting

Unofficial minutes to be approved at the May 15, 2019 meeting April 17, 2019 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, April 17, 2019, at 4 p.m. at the City Center. Roll Call and Determination of Quorum Members present: Lorrae Lindquist, Jim Stavenger, Ann Nachtigal, Mark Steinborn, Todd Sundleaf, and Mike Begeman. Members absent: Patti Abdallah. Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Sky Smothers, Recreation Manager; Jackie Nelson, Administrative Manager; Kelby Mieras, Park Operations Manager; Tory Miedema, Park Development Specialist; Mike Patten, Park Development Specialist; and Rita Meyer, Administrative Assistant. Others present: Karen Leonard, City Attorney’s Office; Jeff Oltmanns, Sioux Falls Men’s Slow Pitch Association President; Kyle Kapitan, Sioux Falls Skyforce. Approval of Minutes (March 20, 2019) A motion to approve the minutes was made by Nachtigal and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Report of Standing Committees The Marketing and Public Needs Committee discussed the items on this agenda. The Park System Planning and Development Committee discussed the items on this agenda, as well as a flooding update, a discussion of the Master Plan Survey questions, and the CIP/RFR Review. The Partnerships and Recreation Committee did not meet. Unfinished Business No unfinished business. Under New Business Sioux Falls Men’s Slow Pitch Advertising Agreement: Smothers shared details of the advertising agreement with the Sioux Falls Men’s Slow Pitch Association. This is a five-year agreement with the option for an additional five- year renewal. After some discussion from the Board, a motion to approve the agreement was made by Stavenger and seconded by Steinborn. Motion passed unanimously with all Board members voting yes. 1 April 17, 2019 Conditional Gifting Agreement of Money Toward the Purchase of a Memorial Bench and Plaque to be Located at Battleship Memorial: Mieras shared details of the agreement to gift money for the specific purpose of purchasing a bench to be placed at the Battleship Memorial in memory of David Witte, a long-time proponent of the Memorial. After some discussion from the Board, a motion to approve the agreement was made by Sundleaf and seconded by Begeman. Motion passed unanimously with all Board members voting yes. Report of Director of Parks and Recreation Kearney shared updates pertaining to the recent fire at Elmwood Golf Course. The inspectors have concluded their investigation. The damaged area has been cleared, the new fencing is up, and the new carts are being stored in that location. Mieras shared details about ash tree removal at Elmwood, including the timing of removals over the next couple years so as not to impact the golf experience. Kearney shared that Prairie Green Golf Course has also made some recent changes to the clubhouse, making it more inviting for golfers to want to linger after their game. They have also installed an artificial tee area on the driving range to allow more consistent usage during times when the range turf is not in optimal condition early and late in the season. Mieras shared details of the lingering effects of last month’s flooding. River levels continue to fluctuate, which periodically closes the entrances to several parks, specifically Pasley and Spencer Parks. The goal is to have all parks open within the coming days. Electrical service has been removed from damaged structures from Yankton Trail Park along the trail to the River Greenway. Work is progressing on making repairs and getting power restored. Some restroom openings will be delayed until this work is done and porta pots will be placed in those locations as needed. Mieras shared details regarding the damaged Dunham Park bridge from Skunk Creek. The bridge will need to be retrieved from the creek, and a determination will be made as to whether the bridge will be salvageable. Mieras also shared details regarding special events in the parks and the impact the recent flooding has made on these events. Patten shared details regarding Falls Park West and the Levitt Shell. Work is finishing up with interior work projected to be done by next week. Some final exterior finish work and concrete work will be substantially complete by the first part of May. Final landscaping should be completed by the end of May. Patten also shared details regarding the viewing platform at Falls Park. Riprap placement was completed in February. Concrete work is expected to start next week, weather permitting, and should take about three weeks, followed by railing installation, with an expected completion date of early June. 2 April 17, 2019 Kearney and Miedema shared an update on the progress made on the Parks and Recreation Comprehensive System Plan. The statistically-valid needs assessment survey will be sent to Sioux Falls residents in the next two weeks. The final Comprehensive System Plan is expected to be complete by mid- November.
