A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, November 17, 2021, at 4 p.m. at the Elmwood Clubhouse.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Mike Begeman, Mick Conlin, Rick
Weber, Brooke Wegener, and Teresa Cauwels.
Members absent: none
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Kelby Mieras, Operations Manager; Jackie Nelson, Administrative Manager, Tory
Miedema, Park Development Specialist, and Rita Meyer, Administrative Assistant.
Others present: Karen Leonard, City Attorney’s Office; Brent Hubers, South Dakota
Junior Football; Scott Ihnen, Lights on Lotta; Teri Schmidt, Experience Sioux Falls; Leah
Stensland, Stensland Enterprises, Inc.; and Lydia Healy, Sioux Falls Tennis Association.
Approval of Minutes (October 20, 2021)
A motion to approve the minutes was made by Begeman and seconded by Cauwels.
Motion passed unanimously with all present Board members voting yes.

Under New Business
Sioux Falls Tennis Association Donation Agreement—Tomar Park Tennis
Complex: Miedema shared details of the Agreement. Lydia Healy shared details of the
progress of the Tennis Association’s fundraising efforts and the many foreseeable uses
of the complex. A motion to recommend approval of the Agreement was made by
Nachtigal and seconded by Wegener. Motion passed unanimously with all present Board
members voting yes.
Lights on Lotta Agreement: Mieras shared details of the Agreement to place a
seasonal lighting display on the City-owned property in the Lotta Street/Tomar Park
neighborhood. A motion to approve the Agreement was made by Cauwels and
seconded by Conlin. Motion passed unanimously with all present Board members voting
yes.
Midco® Aquatic Center Concessionaire’s Agreement: Nelson shared details of the
Agreement for concessions at the Midco Aquatic Center. Leah Stensland shared details
regarding the menus for day-to-day operations and various special events. A motion to
approve the Agreement was made by Conlin and seconded by Begeman. Motion passed
unanimously with all present Board members voting yes.
Midco Aquatic Center Concessions Product and Service Integration Agreement:
Nelson shared details of the Agreement for Papa John’s providing the pizza for the
concession stand at the Midco Aquatic Center. A motion to approve the Agreement was
made by Nachtigal and seconded by Weber. Motion passed unanimously with all present
Board members voting yes.

Children’s Dental Center Sponsorship Agreement: Nelson shared details of the
Agreement. It was noted by staff that the Agreement as presented needed to be
amended to correct the term to 2026 vs. 2031 as shown. A motion to approve the
amendment to the Agreement was made by Cauwels and seconded by Wegener.
Motion passed unanimously with all present Board members voting yes. A motion to
approve the Agreement as amended was made by Begeman and seconded by Conlin.
Motion passed unanimously with all present Board members voting yes.
South Dakota Junior Football Advertising Agreement: Nelson shared details of the
Agreement. Brent Hubers shared the benefits of having the longer term Agreement.
Hubers was also very complimentary of the quality and size of the Junior Football
Complex and indicated that he thought it was one of the best in the nation. A motion to
approve the Agreement was made by Nachtigal and seconded by Cauwels. Motion
passed unanimously with all present Board members voting yes.
Falls Park Visitor Center Management Agreement: Nelson shared details of the
Management Agreement and details of internal changes happening within the Chamber
of Commerce and the Convention and Visitor’s Bureau (CVB)/Experience Sioux Falls
corporate structure. Teri Schmidt shared details of visitor numbers and revenue over the
past year, as well as some marketing updates. A motion to recommend approval of the
Agreement was made by Cauwels and seconded by Wegener. Motion passed
unanimously with all present Board members voting yes.
Report of Director of Parks and Recreation: Kearney shared that things are going
quite well with the City golf courses for the year. The new Cherry Creek Trail has all
been paved and backfilled, and we are just waiting on the bridges to be delivered and
installed. A new sidewalk has been added from Phillips Avenue into Falls Park.
Previously, pedestrians entering the Falls Park from Phillips Avenue had to walk in the
street.
Mieras shared that Sioux Falls Parks and Recreation recently hosted a certification class
for Aquatics Facility Operators. This allowed us to certify four of our employees, bringing
our total of AFO-certified employees to six. The Tuthill House project is underway. The
deck and the asbestos siding have been removed, and work is now beginning on
replacing the roof. Winter Wonderland preparations are nearly complete and ready for
this Friday’s kickoff. Maintenance staff continue to be involved with the Emerald Ash
Borer response with the removal of trees and stumps.
