Unofficial minutes to be approved at the February 16, 2022 meeting January 19, 2022 A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD was held on Wednesday, January 19, 2022, at 4 p.m. at the Prairie Green Clubhouse. Roll Call and Determination of Quorum Members present: Jim Stavenger, Ann Nachtigal, Mike Begeman, Mick Conlin, Rick Weber, Brooke Wegener, and Teresa Cauwels. Members absent: None. Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation; Jackie Nelson, Administrative Manager; Kelby Mieras, Parks Operations Manager; Tory Miedema, Park Development Specialist; and Rita Meyer, Administrative Assistant. Others present: Karen Leonard, City Attorney’s Office; Justin Arlt and Chris Jacobson, Landscapes Golf Management; Luke Jessen, Lloyd Companies; and Dustin Powers, City of Sioux Falls Planning and Development Services. Approval of Minutes (December 8, 2021) A motion to approve the minutes was made by Begeman and seconded by Cauwels. Motion passed unanimously with all present Board members voting yes. Public Input No public input. Unfinished Business None. New Business Golf Report: Justin Arlt shared a PowerPoint presentation highlighting details of 2021 and what is to come for 2022. A motion to accept the golf report was made by Begeman and seconded by Weber. Motion passed unanimously with all present Board members voting yes. Conlin arrived at approximately 4:05 p.m. Landscapes Golf Management—Contract Extension: Kearney shared a PowerPoint presentation of the last four years of golf course metrics outlining the results that have been achieved at the golf courses under the management of Landscapes Unlimited. While the contract is due to expire on December 31, 2022, this proposed extension is being brought forward at this time to ensure that Landscapes Management employees have certainty going forward and this management group can plan for the future by working with the City and the golf courses on future planning efforts including the new clubhouse project. A motion to recommend approval of the contract extension was made by Cauwels and seconded by Wegener. Motion passed unanimously with all present Board members voting yes. Due to a conflict of interest, Wegener recused herself from Item 5.c. of the agenda. 1 January 19, 2022 Steel District Easements: Miedema shared details of two minor changes to the easements from what the Board approved in June 2021. One change included a new LLC name and the other included a change to the legal description of the benefitted property. No changes were made to the terms or dimensions of the easements. A motion to recommend approval of the easement changes was made by Stavenger and seconded by Begeman. Motion passed unanimously with all present Board members voting yes. Wegener returned to the meeting. Ballfield and Outdoor Aquatics Concession Agreement: Nelson shared details of a concession agreement with Stensland’s Enterprises, Inc. to operate concessions at Sherman, Harmodon, and Pasley ballfields and Terrace Park, Laurel Oak, and Drake Springs Aquatic Centers for 2022. A motion to approve the Agreement was made by Begeman and seconded by Conlin. Motion passed unanimously with all present Board members voting yes. Report of Director of Parks and Recreation: Kearney shared that good progress is being made on the Jacobson Plaza at Falls Park project planning, including meeting with ice rink refrigeration professionals to learn more about that process. Bids are due in the coming weeks for Hayward Park improvements. A trail reconstruction bid was received earlier this year for several locations along the trail system. The Sioux Falls Tennis Association received good bids on the Tomar tennis court project, and that project will start up in the spring. Items Added After the Agenda Deadline None.
