A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, March 16, 2022, at 4 p.m. at the Kuehn Community Center.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Mike Begeman, Rick Weber, and
Teresa Cauwels.
Members absent: Mick Conlin and Brooke Wegener.
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; and Rita
Meyer, Administrative Assistant.
Others present: Keith Allenstein, City Attorney’s Office; John Wesselius, Falls Park
Farmer’s Market; Nancy Halvorson, Levitt at the Falls; and Cathy Brechtelsbauer,
Citizen.
Approval of Minutes (February 16, 2022)
A motion to approve the minutes was made by Begeman and seconded by Stavenger.
Motion passed unanimously with all present Board members voting yes.
Public Input
Cathy Brechtelsbauer addressed the Board about shelter reservation fees and vendor
point-of-sale permit fees.

New Business
Farmer’s Market Agreement Extension/Amendment: Nelson shared details of the
existing agreement, which recently expired but had an option to extend for another three
years. The Farmer’s Market is opting to extend the agreement. Two of the sections of
the agreement have also been amended for this three-year term. John Wesselius also
shared his thoughts as a vendor at the market as it relates to these amendments. A
motion to recommend approval of the agreement extension/amendment was made by
Cauwels and seconded by Begeman. Motion passed unanimously with all present Board
members voting yes.
Levitt Agreement Amendment: Nelson shared details of the agreement amendment
that would transfer control of Non-Levitt event rentals from Sioux Falls Parks and
Recreation to Levitt at the Falls. A motion to recommend approval of the agreement
amendment was made by Stavenger and seconded by Weber. Motion passed
unanimously with all present Board members voting yes.
Levitt Fee Schedule for Non-Levitt Events: Nelson and Nancy Halvorson shared
details of the fee schedule as it pertains to different size event rentals of the Levitt Shell.
After some discussion, a motion to amend this fee schedule was made by Begeman and
seconded by Cauwels. The current fee schedule pertains to nonprofit groups. The
proposed amendment to this schedule would add wording stating that fees are per day,
and add a 30 percent upcharge for for-profit groups. Motion to amend the fee schedule
passed unanimously with all present Board members voting yes. Motion to accept
amended fee schedule was made by Cauwels and seconded by Stavenger. Motion
passed unanimously with all present Board members voting yes.

Halvorson also shared details of an Innoskate event happening at the Levitt Shell and
throughout downtown this summer.
Report of Director of Parks and Recreation: Kearney shared that hiring is going very
well, and all outdoor pools will be staffed this summer. Attendance numbers at the
Midco® Aquatic Center are also stronger than ever. Golf courses are beginning to open
up this week. After the first year with the new ski lift at Great Bear, they reported that
they had the same attendance as previous years, but lines at the ski lift moved much
quicker for a much better user experience.
