A REGULAR MEETING OF THE SIOUX FALLS PARKS AND RECREATION BOARD
was held on Wednesday, April 13, 2022, at 4 p.m. at the Morningside Community
Center.
Roll Call and Determination of Quorum
Members present: Jim Stavenger, Ann Nachtigal, Mike Begeman, Rick Weber, Mick
Conlin, Brooke Wegener, and Teresa Cauwels.
Members absent: None.
Parks and Recreation staff present: Don Kearney, Director of Parks and Recreation;
Jackie Nelson, Administrative Manager; Kelby Mieras, Operations Manager; Mike
Pattern, Park Development Specialist; Tory Miedema, Park Development Specialist; and
Rita Meyer, Administrative Assistant.
Others present: Karen Leonard, City Attorney’s Office; Jon Jacobson, Confluence; Jim
Wiederrich, Woods Fuller; Jerome Poor Bear, citizen; and Lauren Rokusek, citizen.
Approval of Minutes (March 16, 2022)
A motion to approve the minutes was made by Begeman and seconded by Weber.
Motion passed unanimously with all present Board members voting yes.
Approval of Minutes (April 1, 2022)
A motion to approve the minutes was made by Conlin and seconded by Begeman.
Motion passed unanimously with all present Board members voting yes.

New Business
Jacobson Plaza at Falls Park—Master Plan Update: Patten and Jon Jacobson shared
details of the updated Master Plan for Falls Park. A motion to recommend approval of
the master plan update was made by Wegener and seconded by Cauwels. Motion
passed unanimously with all present Board members voting yes.
Jacobson Plaza at Falls Park—Gifting Agreement Amendment: Patten and Jim
Wiederrich shared details of the amended gifting agreement. A motion to recommend
approval of the gifting agreement amendment was made by Stavenger and seconded by
Begeman. Motion passed unanimously with all present Board members voting yes.
2023–2027 CIP: Patten shared details of the CIP plan for the upcoming five years. A
motion to recommend approval of the CIP plan was made by Conlin and seconded by
Wegener. Motion passed unanimously with all present Board members voting yes.
Vendor Permit Fee Request: This item was deferred to next month’s meeting because
the person making the request was unable to attend the meeting today.

April 13, 2022
Report of Director of Parks and Recreation: Kearney shared that work is beginning at
Hayward Park for the new master plan for that park and at Tomar Park with the Tennis
Association building the new tennis courts. Some tuck-point work will be done at the
turbine house at Falls Park over the next 12–18 months. Work on updating the
restrooms at the Falls Park Visitor Information Center has also started. Restrooms in all
the parks will be opening in the coming weeks as temperatures are warming to remain
above freezing overnight. Playground replacements will be happening this spring at
Tomar, McCart, Laurel Oak, and Linwood Parks. Three contractors are working on ash
tree removals throughout the city. The Underwater Easter Egg Hunt at the Midco®
Aquatic Center last weekend drew in over 1,000 attendees, and overall attendance
continues track above prior YTD numbers.
