Bradyn Neises recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. REGULAR AGENDA 4. REGULAR AGENDA APPROVAL A motion was made by Janet Kittams and seconded by Dana Fisher to approve the Regular Agenda. Petition: REZ-016113-2022: Rezoning from the AG, Agriculture District to the RA-2 Apartment Residential - Moderate Density District located south of E. 41st St. and east of S. Linedrive Ave. Legal Description: Tract 1 Wolfes Addition in the NW1/4 of 31-101-48, Minnehaha County  A motion was made by Erik Nyberg and seconded by Bradyn Neises to approve Item 5A. A motion was made by Larry Luetke and seconded by Janet Kittams to amend by adding a 6' fence on the north to south side, on Outfield Circle and along the south side of the property. Voice vote to amend. 2 Yes: Janet Kittams, Larry Luetke; 4 No: Sean Ervin, Dana Fisher, Bradyn Neises, Erik Nyberg. Motion Failed. Voice vote to approve. 6 Yes: Sean Ervin, Dana Fisher, Janet Kittams, Larry Luetke, Bradyn Neises, Erik Nyberg; 0 No: (None). Motion Passed. B. Petition: CU-016085-2022: Conditional Use Permit for a Billboard larger than 288 sq. ft. located at 3503 S. Phillips Ave. along Interstate-229. Legal Description: Lot 2 of Tract 3 of Lot B of Lot 27 Walkin's & Mcdonald's Addition to City of Sioux Falls, Minnehaha County A motion was made by Sean Ervin and seconded by Janet Kittams to approve Item 5B.
