MINUTES Planning Commission Meeting Wednesday, February 1, 2023 at 6:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 CALL TO ORDER AND DETERMINATION OF QUORUM Commissioners Present: Sean Ervin, Kurt Johnson, Janet Kittams, Bradyn Neises, Aaron Norman, Erik Nyberg, John Paulson Commissioners Absent: Dana Fisher, Larry Luetke CONSENT AGENDA 1. APPROVAL OF MINUTES A. Planning Commission Meeting on January 4, 2023 2. CONSENT AGENDA PETITIONS A. Petition: REZ-017559-2022: Rezoning from the AG Agriculture District to the LW Live-Work, RA-3 Apartment Residential – High Density, RD-2 Townhome Residential – Suburban, and RS Single-Family Residential – Suburban Districts located north of E. Paddington St. and east of Veterans Pkwy. Legal Description: Tracts 1-3, Highway 100 Addition as shown by exhibit, City of Sioux Falls, Minnehaha County, SD B. Petition: REZ-017586-2022: Rezoning from the O Office District to the CN Conservation District located south of W. 57th St. and west of S. Solberg Ave. Legal Description: A Portion of Tract 1 (except Lot H8 thereof), Pana Tracts, an Addition in the SW1/4 of Section 8-T100N-R50W as shown by exhibit, City of Sioux Falls, Lincoln County, SD C. Petition: REZ-017597-2022: Rezoning from the RD-1 Twin Home/Duplex Residential – Suburban District to the RT-2 Townhome Residential – Traditional District located at 1822 S. Prairie Ave. Legal Description: Lots 9-10 (except the N. 10’ of Lot 10), Block 5, University Addition to the City of Sioux Falls, Minnehaha County, SD D. Petition: SUB-P-017557-2022: Preliminary Subdivision Plan for Knochenmus Addition located north of E. Paddington St. and east of Veterans Pkwy.  Legal Description: Tracts 1-3, Highway 100 Addition, City of Sioux Falls, Minnehaha County, SD 3. CONSENT AGENDA APPROVAL A motion was made by Sean Ervin and seconded by Aaron Norman to approve the Consent Agenda. Voice vote to approve. 5 Yes: Sean Ervin, Janet Kittams, Aaron Norman, Erik Nyberg, John Paulson; 0 No: (None). Motion Passed. Bradyn Neises recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. REGULAR AGENDA 4. REGULAR AGENDA APPROVAL A motion was made by Janet Kittams and seconded by John Paulson to approve the Regular Agenda. Voice vote to approve. 6 Yes: Sean Ervin, Janet Kittams, Bradyn Neises, Aaron Norman, Erik Nyberg, John Paulson; 0 No: (None). Motion Passed. 5. REGULAR AGENDA PETITIONS 6. PUBLIC INPUT ON NON-AGENDA ITEMS (5-MINUTE COMMENT PERIOD PER INDIVIDUAL) There was none. NEW BUSINESS 7. Election of Officers for 2023 A motion was made by John Paulson and seconded by Erik Nyberg to nominate Bradyn Neises for Vice Chair. A motion was made by John Paulson and seconded by Aaron Norman to cease nominations and approve Bradyn Neises as Vice Chair. Voice vote to cease nominations. 6 Yes: Sean Ervin, Janet Kittams, Bradyn Neises, Aaron Norman, Erik Nyberg, John Paulson; 0 No: (None). Motion Passed. A motion was made by John Paulson and seconded by Aaron Norman to nominate Janet Kittams for Chair. A motion was made by John Paulson and seconded by Bradyn Neises to cease nominations and approve Janet Kittams as Chair.  Voice vote to cease nominations. 6 Yes: Sean Ervin, Janet Kittams, Bradyn Neises, Aaron Norman, Erik Nyberg, John Paulson; 0 No: (None).
