MINUTES Planning Commission Special Meeting Wednesday, July 17, 2024 at 6:00 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 CALL TO ORDER AND DETERMINATION OF QUORUM Commissioners Present: Janet Kittams, Erica Mullaly, Aaron Norman, John Paulson, Dave Van Nieuwenhuyzen Commissioners Absent: Dana Fisher, Mike Gray, Bradyn Neises, Erik Nyberg CONSENT AGENDA 1. APPROVAL OF MINUTES A. Planning Commission Briefing on June 4, 2024 B. Planning Commission Meeting on June 6, 2024 2. CONSENT AGENDA PETITIONS Staff requested that Item 2A be moved to the Regular Agenda. A. Petition: REZ-019717-2024: Rezoning from the I-1 Light Industrial District to the C- 2 Community District located at 4904 E. 10th St. Legal Description: A portion of the SW1/4 of Section 13-T101N-R49W, as Shown by Exhibit, City of Sioux Falls, Minnehaha County, SD A motion was made by Janet Kittams and seconded by Erica Mullaly to approve Item 2A. Petition: REZ-019800-2024: Rezoning from the LW Live-Work District to the RD-2 Townhome Residential—Suburban located south of Lebridge St. and west of Rateliff Ave. Legal Description: A Portion of Tract 1 of Hobson's Addition, As Shown by Exhibit, City of Sioux Falls Lincoln County, SD  C. Petition: CU-019724-2024: Conditional Use Permit for an on-sale alcoholic beverage establishment within 500 feet of a sensitive land use located at 1813 S. Marion Rd. Legal Description: Tract 1 Lot 2 (Ex Lot H1), First Interstate Bank Addition, City of Sioux Falls, Minnehaha County, SD 3. CONSENT AGENDA APPROVAL A motion was made by John Paulson and seconded by Erica Mullaly to approve the Consent Agenda and move Item 2A to the Regular Agenda. REGULAR AGENDA APPROVAL A motion was made by Janet Kittams and seconded by Dave Van Nieuwenhuyzen to approve the Regular Agenda as amended. Petition: The Project Boundary for Tax Increment Finance District #27 Legal Description: Lots A and B in Tract 3 and all of Tract 4, Burlington Northern Santa-Fe 4th Addition, City of Sioux Falls, Minnehaha County, SD A motion was made by Janet Kittams and seconded by Erica Mullaly to approve the designation of the Boundary for Tax Increment Finance District #27. Voice vote to approve. 3 Yes: Janet Kittams, Erica Mullaly, John Paulson; 0 No: (None). Motion Passed. Dave Van Nieuwenhuyzen recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. A motion was made by Erica Mullaly and seconded by Janet Kittams to recommend approval of Tax Increment District #27. Voice vote to recommend. 3 Yes: Janet Kittams, Erica Mullaly, John Paulson; 0 No: (None). Motion Passed. Dave Van Nieuwenhuyzen recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. B. Petition: The Project Plan for Tax Increment Finance District (TIF 27 Application)  Legal Description: Lots A and B in Tract 3 and all of Tract 4, Burlington Northern Santa-Fe 4th Addition, City of Sioux Falls, Minnehaha County, SD A motion was made by Janet Kittams and seconded by Erica Mullaly to adopt the Project Plan for Tax Increment District #27. Voice vote to adopt. 3 Yes: Janet Kittams, Erica Mullaly, John Paulson; 0 No: (None). Motion Passed. Dave Van Nieuwenhuyzen recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. A motion was made by Erica Mullaly and seconded by Janet Kittams to recommend approval of the Project Plan for Tax Increment District #27. Voice vote to recommend. 3 Yes: Janet Kittams, Erica Mullaly, John Paulson; 0 No: (None). Motion Passed. Dave Van Nieuwenhuyzen recused himself from the discussion and vote on this item pursuant to City Ordinance 35.028. 6.
