Public Services Committee Meeting

MINUTES Monday, April 9, 2012 Public Services Committee * 5:15 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Kenny Anderson Jr., Council Member Vernon Brown, and Council Member Michelle Erpenbach Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk Guests: Tom Wilford, David and Cindy Neuroth 1. Call To Order Committee Chair Anderson Jr. called the meeting to order at 5:15 p.m. 2. Review and approval of minutes dated March 12, 2012 A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Vernon Brown to approve the minutes. Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. 3. Special Event Ordinance by Kelby Mieras, Park Operations Manager and Keith Allenstein, Assistant City Attorney Mieras reviewed the proposed Special Events ordinance and indicated the Sioux Falls Departments and Committees that assist in planning special events. He stated this is to adopt a policy that would define and classify special events on Sioux Falls city property and to adopt a policy that would require all defined special events to hold a $1,000,000.00 liability insurance policy. The 2011 implemented changes and the 2013 proposed changes (including the application fees) were reviewed. A motion was made by Council Member Vernon Brown and seconded by Council Member Michelle Erpenbach to move this item forward for full Council review at a future Informational Meeting. 4. Sustainability Master Plan - Waste Minimization by Bob Kappel, Environmental Manager  Kappel stated there are six focus area definitions to the Sustainability Master Plan. They are: Waste Minimization, Water Resources, Energy, Transportation, Built and Natural Environment, and Community Vitality. The focus subject for this meeting is Waste Minimization. Kappel reviewed the timeline for the Master Plan Development and also stated that any proposed modifications of the policies or ordinances will be presented to the City Council. Anderson Jr. requested that the ordinance come before the Public Services Committee again prior to submission for 1st Reading to the City Council. Public Testimony was taken at this time. 5.
