MINUTES Tuesday, October 9, 2012 Public Services Committee * 5:55 PM Carnegie Town Hall 235 West 10th Street Members Present: Council Member Sue Aguilar, Council Member Kenny Anderson Jr., Council Member Michelle Erpenbach, and Council Member Dean Karsky Members Absent: None Staff Present: Tamara Jorgensen, CMC, Assistant City Clerk; David Bixler, Budget Analyst; and Jim David, Legislative/Operations Manager Guests: Council Members Jim Entenman and Rex Rolfing 1. Call To Order Committee Chair Kenny Anderson Jr. called the meeting to order at 5:55 p.m. 2. Review and approval of Minutes dated September 11, 2012 A motion was made by Council Member Sue Aguilar and seconded by Council Member Dean Karsky to approve the minutes. Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. Item 4 was heard at this time. See item for the discussion. 3. Parking Ticket Appeals by David Pfeifle, City Attorney and Matt Nelson, Public Parking Facilities Manager Pfeifle provided background information regarding the work done on improving the administrative appeals process. He stated these proposed revisions are designed to place the parking ticket appeals under the same process as any other agency decisions through the administrative appeal process. Pfeifle stated this will provide citizens the due process they deserve. Citizens will know that their appeals, filed internally with the City, are being heard by two fair and impartial hearing examiners. The examiners were hired through an RFP process last April. A motion was made by Council Member Sue Aguilar and seconded by Council Member Michelle Erpenbach to move this item forward for review by the full City Council. Anderson Jr. called for a voice vote and all members present voted yes. Motion Passed. 4. Subdivision Construction by Chad Huwe, City Engineer Huwe gave a Subdivision Update providing: an overview of the current subdivision construction process; an update on the construction status of subdivisions; and introducing the proposed subdivision construction process. A motion was made by Council Member Michelle Erpenbach and seconded by Council Member Dean Karsky to move this item forward to the City Planning Commission. Anderson Jr. asked for a voice vote and all members present voted yes. Motion Passed. This item will be reviewed by the Planning Commission in November and, if approved, will move forward to the City Council in December. 5. Open Discussion There was none. 6. Adjournment Council Chair Anderson Jr. adjourned the meeting at 6:41 p.m. Tamara Jorgensen, CMC Assistant City Clerk
