MINUTES Tuesday, December 13, 2016 Public Services Committee 5:35 PM Sioux Falls City Council Carnegie Town Hall 235 West 10th Street Members Present: Christine M. Erickson, Theresa Stehly, Marshall Selberg, and Pat Starr 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 5:35 p.m. 2. Approval of Minutes A. Tuesday, September 13, 2016 A motion was made by Pat Starr and seconded by Marshall Selberg to approve the minutes. A voice vote was taken, all members voted yes. Motion Passed. 3. Open Discussion There was none. 4. Reports and Updates A. Overview of TIF Ordinances by Brent O'Neil, Economic Development Manager Presentation: Approximately 15 minutes followed by discussion. Brent O'Neil, Economic Development Manager, presented an overview of Tax Incremental Financing. This is an annual presentation to the City Council. The following PowerPoint slides were reviewed and discussed: What are Tax Incremental Financing (TIF) Districts; State Statutes; History of Tax Incremental Financing; Common Expenses; and Active TIF Districts.
