MINUTES Tuesday, June 20, 2017 Public Services Committee 5:28 PM Carnegie Town Hall Sioux Falls City Council 235 West 10th Street Members Present: Christine M. Erickson, Theresa Stehly, Marshall Selberg, and Pat Starr Members Absent: None 1. Call To Order Committee Chair Christine M. Erickson called the meeting to order at 5:28 p.m. 2. Approval of Minutes A. Tuesday, February 14, 2017 A motion was made by Marshall Selberg and seconded by Theresa Stehly to approve the minutes. A voice vote was taken and all members voted yes. Motion Passed. 3. Reports and Updates A. Revisions to Animal Control Ordinances by Keith Allenstein, Assistant City Attorney, and Julie DeJong, Animal Control Supervisor Presentation: Approximately 10 minutes followed by discussion DeJong's presentation included: Cruelty to Animals; Right of Entry; Running at Large Prohibited; Vicious Animals; Restricted (formerly Vicious) Animals; Vicious Animals (new section); Dunbar Scale; Stray, Abandoned, or Unkept Animals; Keeping of Animals; Enforcement; Exemption for Police Dogs; and Disturbing the Peace. Discussion regarding the euthanizing of vicious animals, leash laws and fines, the state’s statue regarding breeds, and what agency collects the fines followed. Public input was taken at this time. Both individuals spoke about experiences with their rescue dogs, the impact of dogs running loose, puppy mill abuse, animal behavior and training, and animal rehabilitation. A representative from the Sioux Falls Humane Society spoke and expressed their support for the proposed ordinance changes. B. Discussion on Barking Dog Ordinance and Procedures by Keith Allenstein, Assistant City Attorney; and Julie DeJong, Animal Control Supervisor Presentation: Approximately 10 minutes followed by discussion DeJong's discussion included procedures for handling barking dog complaints. DeJong reviewed the legal definition of a barking dog (90.004 Disturbing the Peace) as well as discussing the barking dog documentation required for reviewing a complaint. 4. Open Discussion There was none. 5. Adjournment Committee Chair Christine M.
