Facilitator: Allen Svennes
Call to Order and Quorum Determination: Allen Svennes, Vice Chair called the meeting
to order at 3:36 pm and welcomed all participants. Member participants represented a
quorum.
1. Meeting Procedures: Sam Trebilcock read the meeting procedures for the PTAB
meeting.
2. Approval of Agenda: A motion was made by Joni Tschetter and a second by
Jaime Johannesen to approve the August 2023 PTAB Agenda. Motion passed
unanimously.
3. PTAB Meeting Minutes: A motion was made by Jamie Johannessen and a
second by Joni Tschetter to approve the July 2023 PTAB Minutes. Motion passed
unanimously.

5. MPO Coordinated Transportation Plan Update (Informational)
This document is well underway, and the underserved and transit survey taken across
the MPO area has been completed. It will be used to identify gaps and determine goals
and policies to improve transportation for people with disabilities and seniors within the
Coordinated Plan. Karla Resendiz welcomes the Board to the next stakeholders meeting
held on September 11 from 2 to 3pm. Still holding firm to having a draft out for review
October and approved in November.
6. Transit Management Agreement RFP (Informational)
The two proposals are being reviewed this week. More information will be provided at
the next board meeting.
New Business
7. Public Hearing: Program of Projects for FTA Funding – (Board Action
Required)
Sam Trebilcock summarized the program of projects that received federal dollars. This
includes 11 fixed route buses, operating funds and on-demand vehicles. Chairperson,
Allen Svennes opened the floor for public comment and discussion. It was explained that
board approval is necessary to approve the spending of these federal dollars. There was
no further discussion. A motion was made by Jaime Johannesen and second by Joni
Tschetter to approve this program of projects receiving federal funding. Motion passed.
8. SAM Discovery Quest Report – CHWSD (Informational)
Luke Sentz, 211 Helpline Center explained that he and other Community Health
Workers rode SAM busses to trouble shoot real life problems that their clients face when
it relates to receiving health care. The CHW collaborative was grateful for the
coordination between SAM and their group.
Idane Redda, Avera Health shared the insights he gained through the “SAM Discovery
Quest” particularly when it relates to performing day to day errands. He shared that the
bus was clean and air conditioned. There is a large English as a second language
community that are joining the work force. He recommended that SAM integrate more
language options. He told the group that in the month of June the number 2 reason

holding clients back from receiving care was transportation. He shared that there needs
to be an extension bus routes to 57th street. The Community Health Worker’s survey
found that SAM performed at an 8.2/10 in reliability and an 8.8/10 overall satisfaction.
There was an exchange between board members, helpline center, and Community Health
Worker Collaborative of SD, and SAM staff to collaborate to fulfill the transportation needs
of underserved and underrepresented communities. The entire SAM staff was commended
for their customer service, knowledge, and skills. The CHW teams will assist patients with
transportation connections and guidance as well as be an advocate with the health care
systems of the challenges patients face.
9. PTAB Board Positions – (Informational)
Bren informed the group about upcoming term expirations and reassignments.
Bailey Abbott – November 2023 – Eligible for 2nd Term
Sean Garney – January 2024 – Term expires
10. Operations Report (Informational)
Glenn Wright presented the ridership and operations data; ridership continues to be up
30% YTD from the previous year. On-demand for the month was up 1.75%
