Regulatory Oversight Committee Meeting

MINUTES Regulatory Oversight Committee Tuesday, January 23, 2024 at 2:30 PM Carnegie Town Hall, 235 West 10th St., Sioux Falls, South Dakota 57104 1. Call To Order Present: Committee Member David Barranco (arr. 2:33), Committee Chair Alex Jensen, Committee Member Rich Merkouris (arr. 2:34), Committee Member Greg Neitzert 2. Approval of Minutes A. January 16, 2024 A motion was made by Committee Member Neitzert and seconded by Committee Member Barranco to approve the January 16, 2024 Regulatory Oversight Committee Meeting Minutes. Voice vote to approve. 4 Yes: Barranco, Jensen, Merkouris, Neitzert; 0 No: (None). Motion Passed. 3. Local Childcare Laws & Regulations: Dominic Miller, Environmental Health Manager, Jason Bieber, Senior Planner & David Pfeifle, City Attorney David Pfeifle, City Attorney, gave an introduction to the presentation. Dominic Miller, Environmental Health Manager, spoke on the requirements for in- home/family daycares within the city limits. There were several questions asked by the committee that were answered by Miller. Jason Bieber, Senior Planner, gave a presentation on the zoning requirements for daycares (presentation attached). Following the presentation, Bieber answered questions from the committee. Miller also answered additional questions. There was additional discussion held by the committee. Pfeifle gave closing remarks on the topic.  There was further discussion by the committee and Committee Chair Alex Jensen suggested working with the Environmental Health Manager, the City Attorney's Office, the Mayor's Office, and the City Council, to help coordinate the childcare effort, and that two committee members bring forward a recommendation of what should be done for coordination on childcare within the City. There was some additional discussion on the coordination effort and the job description being delivered in two weeks. 4. How Shape Places changed zoning and its impact today: Jason Bieber, Senior Planner Bieber gave a presentation on "Shape Places" (presentation attached). Discussion followed the presentation, and Bieber answered questions from the committee. 5. Open Discussion There was none. 6. Public Comment Jeff Eckhoff, Director of Planning and Development Services, spoke on "Shape Places" and rezoning. 7. Adjournment The meeting was adjourned at 3:43 p.m. Jermery J.
