1 VILLAGE BOARD OF TRUSTEES MEETING MINUTES 2 Monday, July 21, 2025 3 (Approved) 4 1. Call to Order & Roll Call 5 The meeting of the Sister Bay Village Board of Trustees was called to order by President Nate Bell at 6 1:00 P.M. Bell explained the meeting was to discuss those items the Board did not have to discuss at 7 the prior meeting. 8 Present: President Bell and trustees Denise Bhirdo, Louise Howson, Chad Kodanko, Brigid White, 9 Kurt Harff and Patrice Champeau. 10 11 Staff: Village Administrator Julie Schmelzer and Village Clerk Susan Clarke. 12 13 14 2. Approve Agenda 15 Motion by Howson, seconded by White, to approve the agenda as presented. Motion carried – all 16 ayes. 17 18 3. Comments, Correspondence and Concerns from the Public 19 (None.) 20 4. Executive Session 21 a. Adjourn to Closed Session 22 Motion by Bell, second by Howson, to go into closed session pursuant to Wisconsin Stats. 23 §19.85(1)(g) to confer with legal counsel for the governmental body who is rendering oral or legal 24 advice concerning strategy to be adopted by the body with respect to litigation in which it is or is 25 likely to become involved, specifically, the Preserving Foundations/Paula Anschutz Development 26 Agreement. 27 Additionally, remain in closed session pursuant to Wis. Stats. §19.85(c) to consider employment, 28 promotion, compensation or performance evaluation data of any public employee over which the 29 governmental body has jurisdiction or exercises responsibility: Discussion of Village Administrator 30 compensation and benefits. 31 Roll call vote: Bell-Aye, Bhirdo – Aye, Champeau-Aye, Harff- Aye, Kodanko- Aye, White- Aye, Howson- 32 Aye. 33 Paula Anschutz was present for the first portion of the Executive Session. Schmelzer left for the 34 second portion of the Session. 35 b. Reconvene into Open Session 36 Motion by Bell to exit closed session; second by Kodanko. Roll call vote: Bell-Aye, Bhirdo – Aye, 37 Champeau-Aye, Harff- Aye, Kodanko- Aye, White- Aye, Howson- Aye. 38 c. Motion or Action, as Appropriate Meeting Minutes of the July 21, 2025 - Village Board of Trustees - Approved 1 1. In regard to the Anschutz case, motion by Howson, second by Kodanko, to issue a new letter with 2 compliance items discussed. Motion carried – all ayes. 3 2. Motion by Howson, second by White, to proceed as discussed in Closed Session. Motion carried – 4 all ayes. 5 5. Adjourn 6 Motion to adjourn by Howson, second by Harff. It is possible that members of and possibly a quorum of members of other governmental bodies may attend the meeting to gather information; no action will be taken by any governmental body other than the body specifically referred to above. Upon reasonable notice, a good faith effort will be made to accommodate the needs of disabled individuals through sign language interpreters or other auxiliary aid or accommodation at no cost to the individual. Due to the difficulty in finding interpreters, requests should be made as far in advance as possible, preferably a minimum of 48 hours.
