Koutchak Municipal Clerk: Sara Peterson, CMC Tuesday, April 21, 2015 5:30 PM Assembly Chambers SPECIAL MEETING I. CALL TO ORDER Mr. Guevin arrived at 5:50 PM. Present: 5 - Hunter, Miyasato, Eisenbeisz, Guevin, and Putz Absent: 1 - Swanson II. FLAG SALUTE III. ROLL CALL IV. PERSONS TO BE HEARD: Sentinel representative Shannon Haugland wished to have both evaluations held in public, the more open the better. Rachel Waldholz of Raven Raven agreed with Haugland's testimony. During the meeting Municipal Attorney Robin Koutchak spoke to "Attorney-Client Privilege" citing that was her reasoning for requesting an executive session. V. NEW BUSINESS: A 15-052 Annual evaluation for Municipal Administrator Mark Gorman - requests public Municipal Administrator Mark Gorman received a positive evaluation and was praised for his work to date. The Assembly expressed their appreciation for his openness, accessibility, ability to work well with staff and the public. All the comments they have received from citizens and staff was that they were pleased with his performance. Putz added she would like to see the work on budgets started even earlier in the year if possible. A motion was made by Putz that Mark Gorman receive a very high performance evaluation with no current increase in salary based on his request. The motion PASSED by the following vote. Yes: 5- Hunter, Miyasato, Eisenbeisz, Guevin, and Putz Absent: 2- McConnell, and Swanson B 15-053 Annual Evaluation for Municipal Attorney Robin Koutchak - requests executive session EXECUTIVE SESSION A motion was made by Putz to go into Executive Session to discuss subjects that tend to prejudice the reputation and character of any person and matters which by law are confidential. Deputy Mayor related that overall assembly members were pleased with her performance citing her recent work on the marijuana and Sitka Community Hospital issues. They would like to see her be more attentive at meetings. A motion was made by Eisenbeisz to give Municipal Attorney Robin Koutchak a satisfactory performance review with a cost of living increase effective July 1, 2015 at the percentage received by other non-represented employees.
