Liaisons - Kevin Knox reported on the Parks and Recreation Commission meeting.
IX. CONSENT AGENDA
A 16-216 Approve the minutes of the December 13 Assembly meeting
A motion was made by Swanson that the Consent Agenda consisting of item A
be APPROVED. The motion PASSED by a unanimous voice vote.
X. BOARD, COMMISSION, COMMITTEE APPOINTMENTS
B 16-215 Reappoint Scott Wagner to a term on the Local Emergency Planning
Committee
Mayor Hunter thanked the applicant for his continued service.
A motion was made by Knox that this Item be APPROVED. The motion PASSED
by the following vote.
Yes: 4- Swanson, Hunter, Knox, and Bean
Absent: 3- Eisenbeisz, Guevin, and Potrzuski
XI. UNFINISHED BUSINESS:
C ORD 16-44 Adjusting the FY17 Budget (CAMA Project, Wayfinding Signage Project,
Commercial Passenger Excise Tax Fund)
A motion was made by Bean that this Ordinance be APPROVED on SECOND
AND FINAL READING. The motion PASSED by the following vote.
Yes: 4- Swanson, Hunter, Knox, and Bean
Absent: 3- Eisenbeisz, Guevin, and Potrzuski
D ORD 16-45 Amending Sitka General Code Chapter 4.12 entitled "Property Tax" to
exempt all personal property except business personal property, and
non-light aircraft from personal property taxation
Clyde Bright spoke to concerns of exempting boats and inequalities of property taxes.
Carter Hughes suggested using the harbor roster for charging taxes and changing
the timeline of the billing process.
Knox told of concern of loss of revenue to the Harbor Fund, stated personal property
tax doesn't levy a lot of revenue however, takes large amount of staff time and some
boats are not in the harbor. Gorman wondered if postponing would be beneficial with

regards to Assembly attendance and in order to have the Assessor available and told
of challenges of private moorages and trailered vessels. Hunter thought if staff had
more time to concentrate on real property rather than personal property, inequalities
and values of real property could be improved upon as well as it aids in meeting
requirements of the State Assessor.
A motion was made by Swanson that this Ordinance be APPROVED on
SECOND AND FINAL READING. The motion PASSED by the following vote.
Yes: 4- Swanson, Hunter, Knox, and Bean
Absent: 3- Eisenbeisz, Guevin, and Potrzuski
XII. NEW BUSINESS:
New Business First Reading
E ORD 16-47A Amending Sitka General Code at Title 10 "Public Peace, Safety and
Morals", Chapter 10.25 "Cellular Phone Use While Driving", by adding
Section 10.25.040 entitled "Penalties"
Mayor explained the Charter ordinance first reading clause with regards to the voting
and number of Assembly members present.
Luke Johnson commented on the difficulties of enforcing this, the penalty structure,
told of number of violations, police department priorities and requested the Assembly
decrease the penalities.
Bean and Knox were in support. Knox told of cost of distracted driving. Hunter
mentioned of a period of public education with warnings to begin with.
A motion was made by Swanson that this Ordinance be APPROVED on FIRST
READING. The motion PASSED by the following vote.
Yes: 4- Swanson, Hunter, Knox, and Bean
Absent: 3- Eisenbeisz, Guevin, and Potrzuski
Additional New Business Items
F 16-214 Discussion/Direction/Decision on Municipal Quota Entity
Bean explained that by postponing, it would give more opportunity for comments.
Jeff Farvour spoke to the date of postponement and conflicts for that date. Carter
Hughes was in support of the postponement.
A motion was made by Bean that this Item be POSTPONED to the January 24,
2017 Assembly meeting. The motion PASSED by the following vote.
Yes: 4- Swanson, Hunter, Knox, and Bean
Absent: 3- Eisenbeisz, Guevin, and Potrzuski
