V. NEW BUSINESS:
A 19-191 Award FY20 General Fund Non-Profit Grants
Deputy Mayor Eisenbeisz told of the annual award process. Municipal Attorney
Hanson explained two Assembly members hadn't submitted scores which skewed the
scores. He also noted Assembly member Knox had included $5,000 from the Special
Emergency Grant funding in his allocations, for a total of $50,000. Knox stated he
allocated $5,000 more because of what he believed was a higher need of requests in
the Human Services category and the leverage of funding involved. Hanson
recommended the scoring be based on an average of five members rather than seven.
Members agreed to base the scoring on an average of five members. Wein explained
he had reallocated $5,000 of the available $10,000 from the category of Community
Development. Knox offered he had also done this in the past.
A motion was made by Eisenbeisz to make $45,000 available for the FY20
Annual Grants with $5,000 set aside in the Special Emergency Grant Fund. The
motion PASSED by the following vote.

Absent: 2 - Bean and Nelson
Eisenbeisz noted in order for an applicant to receive funding, a majority (4) of the
Assembly needed to recommend some level of funding. For Assembly members who
had allocated funds to an applicant that received less than a majority, the member was
then allowed to redistribute that allocation to other applicants within that category. It
was noted Sitka Counseling and Prevention Services and the Greater Sitka Arts
Council did not receive a recommended level of funding from a majority of the
Assembly. Attorney Hanson offered if the process had been modified to account for
those members who did not submit, the Assembly might consider modifying the
requirement for a majority to recommend some level of fudning. Members shared their
reasons for award amounts. Knox removed $5,000 from his allocation amounts in the
Human Services category.
A motion was made by Wein to remove $6,167 from the spreadsheet (Sitka
Counseling $3,800 and Greater Sitka Arts Council $2,367) and approve the
remainder. The motion PASSED by the following vote.
Yes: 5 - Knox, Paxton, Wein, Mosher, and Eisenbeisz
Absent: 2 - Bean and Nelson
A motion was made by Paxton to allocate the $6,167 equally among Brave
Heart Volunteers, Salvation Army Alaska Sitka Corp, Sitka Homeless Coalition,
and Southeast Alaska Independent Living and if an individual award amount
exceeded the original request the excess would go into reserves. The motion
PASSED by the following vote.
Yes: 4 - Wein, Knox, Mosher, and Paxton
No: 1 - Eisenbeisz
Absent: 2 - Bean and Nelson
It was noted the total award amount for the Sitka Homeless Coalition exceeded their
original request by $742 and that amount would go into reserves.
A motion was made by Knox to award the following FY20 General Fund
Non-Profit Grants in the category of Human Services:
*Brave Heart Volunteers $10,142
*Salvation Army Alaska Sitka Corp $6,342
*Sitka Counseling and Prevention Services $0
*Sitka Homeless Coalition $4,000
*Southeast Alaska Independent Living $7,742
to award the following FY20 General Fund Non-Profit Grants in the category of
Cultural & Educational Services:
*Alaska Arts Southeast (Sitka Fine Arts Camp) $3,967
*Betty Eliason Child Care Center $3,067
*Greater Sitka Arts Council $0

to award the following FY20 General Fund Non-Profit Grants in the category of
Community Development:
*Sitka Trail Works $9,000
The motion PASSED by the following vote.
Yes: 5- Eisenbeisz, Knox, Wein, Paxton, and Mosher
Absent: 2- Bean, and Nelson
VI. PERSONS TO BE HEARD:
Those thanking the Assembly for their continued support were Lynne Brandon of Sitka
Trail Works, Michelle Friedman of Brave Heart Volunteers, Mark Peterson of Southeast
Alaska Independent Living, Bobby Pendleton of the Sitka Homeless Coalition, Erika
Apathy of Betty Eliason Child Care Center, and Captain Charlene Morrow of the
Salvation Army Alaska Sitka Corp.
VII. EXECUTIVE SESSION
None.
VIII. ADJOURNMENT
A motion was made by Knox to ADJOURN. Hearing no objections, the meeting
ADJOURNED at 6:55 p.m.
