22-004 Work Session: FY23 Budget - Big Picture Guidance
Finance Director Melissa Haley and Municipal Administrator John Leach provided an
overview of the FY23 budget process.

VIII. PERSONS TO BE HEARD
Brett Wilcox spoke on the student's testimony from the last school board meeting, and
on cloth masks. Richard Wein told an update on the Seaplane Base plans was
overdue, commented on the renewal of the city's license with the Federal Energy
Regulatory Commission, and spoke to the consumer price index.
IX. CONSENT AGENDA
Richard Wein spoke in support of the FY22 Shared Fisheries Business Tax Program,
and voiced concerns on the Sitka Hotel liquor license believing big money was taking
control.
A motion was made by Mosher that the Consent Agenda consisting of Items A,
B, & C be APPROVED. The motion PASSED by the following vote.
Yes: 6- Christianson, Knox, Mosher, Himschoot, Duncan, and Miller
Absent: 1- Eisenbeisz
A 22-001 Approve the minutes of the December 28 Assembly meeting
This item was APPROVED ON THE CONSENT AGENDA.
B 22-002 Approve liquor license applications: 1) renewal for Sitka Golf Association
Inc. dba Sea Mountain Restaurant & 19 Hole at 301 Granite Creek, and
2) renewal, transfer of ownership, restaurant designation permit, and
premises diagram for Sitka Hotel, LLC dba Sitka Hotel at 118 Lincoln
Street
This item was APPROVED ON THE CONSENT AGENDA.
C RES 22-01 Adopting an alternative allocation method for the FY22 Shared Fisheries
Business Tax Program and certifying that this allocation method fairly
represents the distribution of significant effects of fisheries business
activity in FMA 18: Central Southeast Area
This item was APPROVED ON THE CONSENT AGENDA.

D ORD 21-44 Making supplemental appropriations for fiscal year 2022 (Homeland
Security Grant - Police Mud Bay Repeater)
Richard Wein wondered where was Mud Bay located. He requested the Assembly
have Fire Chief Warren explain why the repeaters were important.
Craig Warren, Fire Chief explained the three repeaters would boost the VHF radio
signals for Fire, Police, and Search and Rescue. He noted that both the Fire and
Police departments in the past had radio range issues at Granite Creek, and this would
help solve issues with communication holes.
Miller spoke in support and said the project had been discussed when he was the Fire
Chief.
A motion was made by Christianson that this Ordinance be APPROVED on
SECOND AND FINAL READING. The motion PASSED by the following vote.
Yes: 6- Christianson, Knox, Mosher, Himschoot, Duncan, and Miller
Absent: 1- Eisenbeisz
E ORD 21-45 Authorizing the lease of Upper Granite Creek Lease Area 4, a 5.5 acre
portion of Lot 1, U.S. Survey 3670
Richard Wein voiced concerns about the amount of the lease, competitive prices, and
potential revenue.
A motion was made by Miller that this Ordinance be APPROVED on SECOND
AND FINAL READING. The motion PASSED by the following vote.
Yes: 6- Christianson, Knox, Mosher, Himschoot, Duncan, and Miller
Absent: 1- Eisenbeisz
F ORD 21-46 Authorizing the lease of Granite Creek Lease Area 7, a 3.2 acre portion
of Lot 1, Alaska State Land Survey 3670
Richard Wein spoke to the lease process and reclamation bond.
A motion was made by Mosher that this Ordinance be APPROVED on SECOND
AND FINAL READING. The motion PASSED by the following vote.
Yes: 6- Christianson, Knox, Mosher, Himschoot, Duncan, and Miller
Absent: 1- Eisenbeisz
XII. NEW BUSINESS:
G 22-003 Discussion / Direction / Decision on requesting the Police and Fire
Commission complete a study into the use of body cameras in the Sitka
Police Department PULLED
Item PULLED from the agenda. No action was taken.

Richard Wein commented on the hiring of assessor Julie Dineen for the Sitka
Community Hospital appraisal and stated the narrative of Covid-19 was changing.
XIV. REPORTS
a. Mayor, b. Administrator, c. Attorney, d. Liaison Representatives, e. Clerk, f. Other
Administrator-Leach announced he would be on leave from January 20 through January
22 and that he would present the City's Annual Report at the January 26th Chamber
luncheon.
Attorney-Hanson said he would be sending out the ordinance tracker spreadsheet.
Liaison Representatives- Christianson and Miller reported on the ATV meeting. Knox
announced the upcoming Parks and Recreation sub-committee meeting on
Wednesday, January 12 at 7 p.m. via zoom.
Deputy Clerk-Earnshaw read the list of vacancies for the City and Borough of Sitka
boards/commissions and reviewed the January meeting schedule.
XV. EXECUTIVE SESSION
H 22-005 Financial/Legal Matter: Equipment Tampering/Power Theft Claim by the
City and Borough of Sitka against a customer
Richard Wein felt this was electrical theft against the community.
A motion was made by Miller to go into executive session to receive and
discuss an update from the Municipal Attorney regarding financial and legal
matters affecting the Municipality with respect to a claim by the City and
Borough of Sitka of equipment tampering and power theft against a customer.
Yes: 6 -Himschoot, Knox, Christianson, Miller, Duncan, and Mosher
Absent: 1- Eisenbeisz
The Assembly was in executive session from 6:38pm to 7:14pm.
A motion was made by Mosher to reconvene as the Assembly in regular
session. The motion PASSED by the following vote.
Yes: 5 - Knox, Christianson, Duncan, Mosher, and Himschoot
Non-voting: 1- Miller, was not in the Assembly Chambers Room to vote
Absent: 1- Eisenbeisz
XVI. ADJOURNMENT
A motion was made by Christianson to ADJOURN. Hearing no objections, the
meeting ADJOURNED at 7:16pm
