CITY AND BOROUGH OF SITKA Page 1 City and Borough Assembly Minutes - Final June 28, 2022 22-095 City and Borough of Sitka Asset Management Program-Ron Vinson Ron Vinson, Asset Manager, defined asset management, summarized the planning phase, and provided an overview of the execution phase. VIII. PERSONS TO BE HEARD None. IX. CONSENT AGENDA A motion was made by Mosher to approve the Consent Agenda consisting of Item A. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan A 22-096 Approve the minutes of the June 14 Assembly meeting This item was APPROVED ON THE CONSENT AGENDA. X. BOARD, COMMISSION, COMMITTEE APPOINTMENTS None. XI. UNFINISHED BUSINESS: B ORD 22-12S Amending Title 4 “Revenue and Finance” of the Sitka General Code by adding a new subsection to Chapter 4.09 “Sales Tax” to establish a consumer’s sale tax on marijuana and marijuana products, in place of the existing consumer’s sales tax; and amending Chapter 4.25 “Student Activities Dedicated Travel Fund” such that the tax proceeds will be deposited into and disbursed from that fund for extracurricular student activities; and submitting the question of such amendment to the qualified voters at the regular election on October 4, 2022 Members expressed their support for placing the question to the voters at the October 4 Municipal election. Knox reminded the tax was not an additional tax but instead of. A motion was made by Mosher that this Ordinance be APPROVED on SECOND AND FINAL READING. The motion PASSED by the following vote. NEW BUSINESS: C 22-098 Approve the 2022-2025 International Brotherhood of Electrical Workers CITY AND BOROUGH OF SITKA Page 2 City and Borough Assembly Minutes - Final June 28, 2022 (IBEW), Local 1547 Collective Bargaining Agreement Labor negotiator, Kimberly Geariety, reviewed the process and changes made to help with recruitment and retention. Administrator Leach commented the personnel policies adopted by the Assembly in December set expectations and boundaries for the process and ultimately made for a less challenging negotiation process. Members expressed thanks to all involved for a commendable job. A motion was made by Christianson that this Item be APPROVED. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan D 22-099 Approve the 2022-2025 Sitka Fire Fighters Union International Association of Fire Fighters (IAFF), Local 5168 Collective Bargaining Agreement Kimberly Geariety, the labor negotiator, summarized the process, particularly the addition of an education incentive and a retirement medical account. Members expressed appreciation to all for a successful negotiation process. A motion was made by Miller that this Item be APPROVED. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan E 22-097 Approve a tidelands lease agreement between the City and Borough of Sitka and Northern Southeast Regional Aquaculture Association, Inc. for Lot 3, Block 1, GPIP Gary Paxton Industrial Park (GPIP) Director Garry White summarized the lease request and GPIP Board approval. A motion was made by Miller to APPROVE the tidelands lease agreement between the City and Borough of Sitka and Northern Southeast Regional Aquaculture Association, Inc. for Lot 3, Block 1, GPIP submitted for this agenda item and authorize the Municipal Administrator to execute the lease. Further, the following findings in support of approving the lease were made: 1) Because of the business nature sought for this lease, i.e., an outfall for the existing operational infrastructure for NSRAA’s fish hatchery on GPIP leaseholds, competitive bidding is inappropriate, and, 2) Rent is waived in consideration of the highly favorable economic impact NSRAA’s hatchery operations has on the community. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan F 22-100 Submit a request to Homeland Security to reassign funds from the Secure Access Project to the Mud Bay Repeater Project and move the existing capital appropriation from the Secure Access Project to the Mud Bay Repeater Project CITY AND BOROUGH OF SITKA Page 3 City and Borough Assembly Minutes - Final June 28, 2022 Administrator Leach explained costs were extremely high for the Secure Access Project and therefore canceled. Rather than returning the grant funds, it was hoped the funds could be used to complete the Mud Bay Repeater Project, which was underfunded. A motion was made by Christianson that this Item be APPROVED. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan G RES 22-19 Encouraging the prompt and full closure and cleanup of the Tulsequah Chief Mine and urging the B.C. government to oppose any extension of the receivership process Sponsors Knox and Himschoot explained the importance and said they brought the item forward to stand with other organizations in Southeast Alaska. From the public, Chris Zimmer spoke in support. A motion was made by Mosher that this Resolution be APPROVED on FIRST AND FINAL READING. The motion PASSED by the following vote. Yes: 5- Christianson, Knox, Mosher, Himschoot, and Miller Absent: 2- Eisenbeisz, and Duncan XIII. PERSONS TO BE HEARD: Loyd Platson invited citizens to attend the official ribbon cutting and commemoration of the Elizabeth Wanamaker Peratrovich cedar bench in the forecourt of Harrigan Centennial Hall on July 4. Platson expressed appreciation to the Assembly for their role in the process. XIV. REPORTS a. Mayor, b. Administrator, c. Attorney, d. Liaison Representatives, e. Clerk, f. Other Mayor - Deputy Mayor Knox stated he would be attending the U.S. Coast Guard Kukui change of command ceremony and the Elizabeth Peratrovich bench ribbon cutting ceremony, Administrator - Leach spoke to new positions in the budget, in particular, the sustainability coordinator and airport terminal manager. Liaison Representatives - Christianson reported on the GPIP Board and Planning Commission meetings. Miller spoke at the recent Historic Preservation Commission meeting. Clerk - Peterson reminded applications were available for annual non-profit grants from the general fund, told of vacancies to be filled through the October 4 Municipal election, and read the board/commission vacancy list.
