PERSONS TO BE HEARD CITY AND BOROUGH OF SITKA Page 1 City and Borough Assembly Minutes - Final May 23, 2023 Representative Rebecca Himschoot thanked the Assembly for their work and provided her office contact information. Christian Fabian, Michael Baines, Michelle Martin, and Nalani James spoke about taxicab rules/regulations. Richard Wein thanked Representative Himschoot for visiting, told of bus fumes, stated Sitka was dependent on fossil fuels for goods and services and commented on high prices and the lack of groceries at stores. IX. CONSENT AGENDA A motion was made by Mosher that the Consent Agenda consisting of item A be APPROVED. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Eisenbeisz, Ystad, Pike, and Carlson Absent: 1- Duncan A RES 23-20 Authorizing a 50/50 matching grant application to the Office of Justice Programs - Bulletproof Vest Partnership This item was APPROVED ON THE CONSENT AGENDA. X. BOARD, COMMISSION, COMMITTEE APPOINTMENTS B 23-069 Appoint Callie Simmons to a three-year term on the Library Commission Richard Wein thanked Simmons. Christianson thanked the staff for their work. Municipal Administrator Leach also thanked staff, the Assembly, and the public for their input. NEW BUSINESS: New Business First Reading F ORD 23-09S Amending Title 6 “Business Licenses and Regulations” of the Sitka General Code by updating Chapter 6.16 “Sales on Public Property (substitute ordinance - 1st reading) Cosponsors Christianson and Mosher stated the amendments were proposed to allow youth to entertain in ways other than musical performances - educational, interpretive, dance. From the public, Richard Wein commented. A discussion between the Assembly and staff ensued. Municipal Attorney Hanson explained the proposed ordinance allowed for a broader scope of entertainment. Tony Rosas, Harrigan Centennial Hall (HCH) Manager, mentioned space was limited in front of HCH for youth permits. He wondered who would determine whether an activity qualified as entertainment. There was consensus discuss further clarification was needed before the second reading. Sponsors agreed to meet with the Municipal Attorney and staff to discuss further and bring back a substitute ordinance. A motion was made by Christianson that this Ordinance be APPROVED on FIRST READING. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Eisenbeisz, Ystad, Pike, and Carlson Absent: 1- Duncan CITY AND BOROUGH OF SITKA Page 3 City and Borough Assembly Minutes - Final May 23, 2023 G ORD 23-10 Making supplemental appropriations for fiscal year 2023 (E-911 Funds - Mud Bay Repeater) Fire Chief Craig Warren explained installation costs were higher than anticipated and proposed funding the overage from the E-911 fund, which he said was an authorized use. He added the repeater would increase coverage in the areas of Katlian Bay, the 4000-4400 blocks of Halibut Point Road, Granite Creek Road, and the upper end of Harbor Mountain Road. Richard Wein commented. A motion was made by Carlson that this Ordinance be APPROVED on FIRST READING. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Eisenbeisz, Ystad, Pike, and Carlson Absent: 1- Duncan H ORD 23-11 Authorizing the lease of Sitka Marine Service Center to Seafood Producers Cooperative, a 8,400 square feet portion of Alaska Tidelands Survey No. 15 Municipal Administrator Leach explained there were two spaces for lease in the facility, and both proposals received were responsive. Proposed lease terms for each lessee were identical; a 10-year base term with two 5-year options to extend. He said the lessee would pay their portion of the billed monthly utilities for the Marine Service Center. From the public, Richard Wein commented. CITY AND BOROUGH OF SITKA Page 4 City and Borough Assembly Minutes - Final May 23, 2023 K RES 23-21 Authorizing the Municipal Administrator to apply for and execute a grant with the Alaska Sustainable Salmon Fund (AKSSF) for $870,370 to support the Wachusetts Storm Sewer Rehabilitation Project Municipal Engineer Michael Harmon provided an overview of the project. Yes: 6- Christianson, Mosher, Eisenbeisz, Ystad, Pike, and Carlson Absent: 1- Duncan M 23-071 Discussion / Direction / Decision on assigning an Assembly Member to the Baranof Elementary School Renaming Committee School Superintendent Frank Hauser told of the School Board's directive to form a committee to rename Baranof Elementary School. Hauser requested input from the Assembly on a representative to serve on the ten-member committee, and Assembly Member Carlson volunteered to serve. XIII. PERSONS TO BE HEARD: Richard Wein spoke of various subjects, including the naming of buildings and electrification at the cruise ship dock. Audrey Hudson thanked the Assembly for their service. XIV. REPORTS a. Mayor, b. Administrator, c. Attorney, d. Liaison Representatives, e. Clerk, f. Other Administrator - Leach congratulated 2023 graduates. Attorney - Hanson announced legal assistant Mindy Lowrance was scheduled to start June 1. Liaison Representative - Carlson reported on the recent Tourism Task Force meeting.
