Outgoing Assembly Member Duncan presided through Unfinished Business. Assembly
Members Pike, Carlson, and Saline were sworn in at the beginning of New Business
and presided through the remainder of the meeting.

Sitka Sound Science Center Education Director Janet Clarke provided a summary of
the summer programs facilitated by both Sitka Sound Science Center and CBS Parks
and Recreation in a partnership funded by a grant from the Alaska Department of Early
Education.
VIII. PERSONS TO BE HEARD
Richard Wein thanked Janet Clarke and encouraged the Assembly to invite Matt
Donohoe for a special report on fisheries and commented on government spending.
Austin Cranford congratulated winners of the municipal election, commented on recent
news articles, and assembly member's financial disclosure statements.
IX. CONSENT AGENDA
A motion was made by Mosher that the Consent Agenda consisting of item A
be APPROVED. The motion PASSED by the following vote.
Yes: 7- Christianson, Mosher, Eisenbeisz, Duncan, Ystad, Pike, and Carlson
Non-voting: 1- Saline
A 23-124 Approve the minutes of the September 12 and September 26 Assembly
meetings
This item was APPROVED ON THE CONSENT AGENDA.

XI. UNFINISHED BUSINESS:
B 23-125 Approve the Municipal Clerk's Certificate of Election
Richard Wein commented.
Assembly members thanked the Clerk's Office for their work.
A motion was made by Christianson to formally accept the Certificate of
Election for the October 3, 2023, Regular Municipal Election according to the
results set forth in the attached election certification prepared by the Municipal
Clerk and request that the official tally be included in the minutes as part of the
permanent record. The motion PASSED by the following vote.
Yes: 7- Christianson, Mosher, Eisenbeisz, Duncan, Ystad, Pike, and Carlson
Non-voting: 1- Saline
C 23-126 Recognize outgoing Assembly Member(s) - followed by a short recess
The Assembly thanked outgoing Assembly Member Crystal Duncan for her service.

XII. NEW BUSINESS:
D 23-127 Oath of Office - Newly Elected Officials
Timothy Pike and JJ Carlson were sworn in as assembly members for three-year
terms. Scott Saline was sworn in for a two-year term term on the Assembly.
E 23-129 Reappoint 1) Gail Roderick to a three-year term on the Police and Fire
Commission, 2) Carin Adickes to a three-year term on the Animal
Hearing Board, and appoint 1) Justin Peeler to an unexpired term on the
Port and Harbors Commission and 2) Adam Horton to a three-year term
on the Local Emergency Planning Committee in Category 2 (Law
Enforcement, Civil Defense, Fire Fighting, First Aid, Local
Environmental/Hospital, and Transportation Personnel)
Richard Wein thanked applicants.
A motion was made by Christianson that this Item be APPROVED. The motion
PASSED by the following vote.
Yes: 7- Christianson, Mosher, Eisenbeisz, Ystad, Pike, Carlson, and Saline
Non-voting: 1- Duncan
F ORD 23-21 Authorizing the purchase by the City and Borough of Sitka (CBS) of Lot
4, Block 4, of the Gary Paxton Industrial Park, pursuant to the affirmative
covenant of right to purchase contained in the quitclaim deed recorded
8/15/2022, and making supplemental appropriation for fiscal year 2024
for said purchase (purchase of 4690 Sawmill Creek Road property by
CBS)
Municipal Administrator John Leach provided a timeline of events.
From the public, those commenting were Richard Wein, Kent Barkhau, and Austin
Cranford.
Assembly members noted the substantial amount of improvements to the building and
reminded the building would be an asset to the future haul-out site.
A motion was made by Ystad that this Ordinance be APPROVED on FIRST
READING. The motion PASSED by the following vote.
Yes: 7- Christianson, Mosher, Eisenbeisz, Ystad, Pike, Carlson, and Saline
Non-voting: 1- Duncan
G 23-128 Assignments: Deputy Mayor, Vice-Deputy Mayor, and Assembly
Liaisons
Mosher was nominated for Deputy Mayor. Hearing no other nominations, Mosher was
appointed. Pike was nominated for Vice Deputy Mayor. Hearing no other nominations,
Pike was appointed.

XIII. PERSONS TO BE HEARD:
Richard Wein and Austin Cranford commented on item F. Kent Barkhau spoke of the
Department of Energy agenda item on the September 26 assembly agenda. Kim Elliot
spoke in support of decreased tourism numbers, commented on the haul-out, and
offered ideas on how to fill board/commission vacancies.
XIV. REPORTS
a. Mayor, b. Administrator, c. Attorney, d. Liaison Representatives, e. Clerk, f. Other
Mayor - Eisenbeisz thanked the community for their support of Proposition #2, a
seasonal sales tax to dedicate revenue generated for maintenance, repair,
replacement, and/or construction of school building infrastructure.
Liaisons - Christianson reported on the Planning Commission meeting. Eisenbeisz
reminded the Sitka Tribe of Alaska Council meeting had been rescheduled to October
17.
Clerk - Peterson thanked the 2023 Municipal Election team.
Other - Mosher thanked the community for their support of Proposition #2. Saline
expressed a feeling of hopelessness for the Sitka Village.

A motion was made by Christianson to ADJOURN. Hearing no objections, the
meeting ADJOURNED at 7:28 p.m.
