CONSENT AGENDA A motion was made by Christianson that the Consent Agenda consisting of Items A & B be APPROVED. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Ystad, Pike, Carlson, and Saline Absent: 1- Eisenbeisz A 24-142 Approve the minutes of the September 5, 10, and 13 Assembly meetings This item was APPROVED ON THE CONSENT AGENDA. B 24-141 Approve liquor license renewal applications for the following: 1) Sitka Golf Association, Inc. dba Sea Mountain Restaurant & 19 Hole at 301 Granite Creek Road and 2) Alejandro Vasquez (non-operational restaurant eating place license) This item was APPROVED ON THE CONSENT AGENDA. X. BOARD, COMMISSION, COMMITTEE APPOINTMENTS C 24-143 Appoint: 1) Bruce Gazaway to a three-year term on the Library Commission and 2) Robert B. Moelder to a three-year term on the Local Emergency Planning Committee under Category 2 "Law Enforcement, Civil Defense, Fire Fighting, First Aid, Local Environmental/Hospital, and Transportation" A motion was made by Christianson that this Item be APPROVED. UNFINISHED BUSINESS: D ORD 24-22 Making supplemental appropriations for fiscal year 2025 (EECGB - Recycling and Municipal Fleet Electrification) A motion was made by Pike that this Ordinance be APPROVED on SECOND AND FINAL READING. NEW BUSINESS: CITY AND BOROUGH OF SITKA Page 2 City and Borough Assembly Minutes - Final September 24, 2024 New Business First Reading E ORD 24-23 Making supplemental appropriations for fiscal year 2025 (Emergency Response Vessel Electronics / Harbor Department Equipment) A motion was made by Pike that this Ordinance be APPROVED on FIRST READING. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Ystad, Pike, Carlson, and Saline Absent: 1- Eisenbeisz Additional New Business Items F 24-144 Discussion / Direction / Decision of the Municipal Administrator's annual recommended transfer to the Public Infrastructure Sinking Fund Finance Director Melissa Haley explained the code requirements and recommended transfer. A motion was made by Christianson to transfer $4M to the Public Infrastructure Sinking Fund and make the transfer effective June 30, 2024. Yes: 6- Christianson, Mosher, Ystad, Pike, Carlson, and Saline Absent: 1- Eisenbeisz G 24-145 Approve the employment agreement between the City and Borough of Sitka and Rachel Jones as Municipal Attorney A motion was made by Carlson that this Item be APPROVED. The motion PASSED by the following vote. Yes: 6- Christianson, Mosher, Ystad, Pike, Carlson, and Saline Absent: 1- Eisenbeisz XIII. PERSONS TO BE HEARD: None. XIV. REPORTS a. Mayor, b. Ystad reported on the Planning Commission meeting and Port and Harbors Commission meeting. Clerk - Peterson reviewed details of the upcoming municipal election. XV.
