CALL TO ORDER AND ROLL CALL Present: Darrell Windsor (Vice Chair), Randy Hughey, Taylor Colvin, Aaron Bean (Assembly liaison) Absent: Chris Spivey (Chair), Victor Weaver, Kevin Knox (alternate Assembly liaison) Staff: Lauren Moore - Interim Planning Director Public: Adam Chinalski, Michael Scarcelli, Shannon Haugland Vice Chair Windsor called the meeting to order at 7:06 PM. II. CONSIDERATION OF THE AGENDA III. CONSIDERATION OF THE MINUTES A PM-55 Vice Chair Windsor moved to approve the November 7, 2018 minutes. Colvin seconded. The motion passed 3-0. IV. PERSONS TO BE HEARD V. PLANNING DIRECTOR’S REPORT B MISC 18-27 Test item A for test packet Moore made three announcements. First, that Victor Weaver had been appointed to the Planning Commission and would be present at the next meeting on December 19. Second, that the hiring process for Planning Director and Planner I was continuing on schedule with the expectation that both positions would be filled in January. Third, that City Attorney Brian Hanson was reviewing the legal status of parking at Green Leaf, Inc., which had been the reason for postponing the review of the Green Leaf conditional use permit at the previous meeting. Hanson's comments were expected to return the conditional use permit to Planning Commission review in January. Vice Chair Windsor asked when the annual report on short-term rentals would be delivered to the Commission. Moore responded that she would check in with Community Affairs Director Maegan Bosak to give an estimated date. THE EVENING BUSINESS C CUP 18-31 Moore delivered a staff report recommending approval of the conditional use permit for a short-term rental at 2174 Halibut Point Road. She stated that the renter information handout should include detailed information on access to the property, on-site parking, trash management, and respect for the neighborhood, particularly with regard to noise. Moore noted the steepness of the access easement as a concern and recommended that the applicant ensure renters drive safely to protect other motorists and pedestrians. The applicant was called forward. Vice Chair Windsor asked him if he agreed to the staff recommendations, including the recommendation to establish reasonable quiet hours. The applicant stated that he would, with quiet hours proposed between 9 PM and 8 AM. No other Commission members had questions for the applicant. No members of the public provided comment. Hughey moved to approve the conditional use permit at 2174 Halibut Point Road in the R-1 MH zone subject to recommended conditions of approval. The property is also known as Lot 1 Wright Subdivision Addition Two. The request was filed by Adam Chinalski. The owners of record are Adam and Kris Chinalski. Colvin seconded the motion. The motion passed 3-0. Hughey moved to adopt and approve the required findings for conditional use permits. Colvin seconded the motion. The motion passed 3-0. VIII.
