Board of Trustees

The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, January 24, 2023 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York. Present: Mayor Kenneth G. Wray Deputy Mayor Denise Scaglione Thomas Andruss Lauren Connell Rene Leon Jared Rodriquez, Trustees Absent: Sandra Spiro, Trustee Also Present: Anthony Giaccio, Village Administrator Paula McCarthy Tompkins, Village Clerk Sara DiGiacomo, Village Treasurer Anthony Bueti, Village Police Chief Sean McCarthy, Village Building Inspector Josh Subin, Village Counsel At 7:00 p.m. Mayor Wray called the meeting to order with a pledge to the flag and a moment of silence for residents; Marion G. Hoffman, 98yo of Kendal Way, Charles “Chuck” Lankester, 84yo of Freemont Road, James Hogan, 88yo of Webber Avenue and James “Jimmy” Cochrane, 65yo longtime resident, graduated SHHS class of 1975 and a longtime employee of the Village’s Department of Public Works. Our thoughts are with their families and friends. Public Hearings: Mayor Wray opened the continuation of the Public Hearing regarding Restore NY. Karen Lane of Continental Street addressed the Mayor and the Board of Trustees and stated she is against applying for the grant to Restore NY for 1 Pleasant Street. Martina Brown of Pleasant Street addressed the Mayor and the Board of Trustees and stated she’s against applying for the grant to Restore NY for 1 Pleasant Street. Anne White of Kendal on Hudson, addressed the Mayor and the Board of Trustees and stated she is against all changes. Trustee Connell stated that the grant is subject to timing and asked if plans had been approved. Trustee Rodriguez stated he agrees to focus on 193 Beekman Avenue for the Restore NY grant. On a motion by Trustee Andruss, seconded by Trustee Leon the public hearing was closed. Motion carried. Approval of Warrants: On a motion by Deputy Mayor Scaglione, seconded by Trustee Andruss the warrant was approved and the Treasurer was authorized to pay bills in the amount of $ 975,248.86. Motion carried. Approval of Minutes: On a motion by Trustee Connell, seconded by Trustee Andruss the Minutes of January 10, 2023 were approved. Deputy Mayor Scaglione abstained. Motion carried. On a motion by Trustee Andruss, seconded by Trustee Rodriguez the Minutes of January 17, 2023 were approved. Trustee Connell abstained. Motion carried. Mayor’s Announcement: Mayor Wray stated he would like to appoint Gina Carey to the Sleepy Hollow Environmental Advisory Committee [SHEAC] Mayor Wray wished Ms. Margaret Lukovic a Happy 106th Birthday! Ms. Lukovic is a lifetime resident of North Tarrytown and Sleepy Hollow currently residing at Bethel Nursing Home is Ossining. And Happy Birthday to Trustee Andruss. Department Head Reports: Village Clerk McCarthy reported on the number of permits and certificates that were issued for the calendar year of 2022. (See attached report) Public Works Superintendent Smith reported on projects such as water and sewer main breaks and staff training. (See attached report) Police Chief Bueti reported on ongoing and upcoming events (See attached report) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time. Resolutions: (See attached) R1- Approve Restore NY application R2 - Approve Tuition Reimbursement for Police Officer R3 - Set Public Hearing for 2 Hour Parking Restrictions at Edge-on-Hudson R4 - Approve Cortlandt Plaza Grant Agreement R5 - Approve Part-Time Employee for the Village Court R6 - Approve Actions of the SHVAC On a motion by Trustee Rodriguez, seconded by Trustee Leon, Mayor Wray appointed Gina Carey to the Sleepy Hollow Environmental Advisory Committee. Old Business & New Business: Mayor Wray stated that electric bikes on the Riverwalk will be regulated. Trustee Rodriguez would like to discuss the intersection at Beekman Ave and Pocantico Street, since a car at that location recently hit a pedestrian. Police Chief Bueti confirmed that a car at that location recently hit a pedestrian. The Mayor directed Trustee Rodriguez to provide diagrams and recommendations at an upcoming work session. Trustee Leon would like to discuss installing bollards at the bus Stop on No. Washington and Beekman Avenue to protect the pedestrians waiting at that location. Trustee Connell would like clarification on the demolition of 1 Pleasant Street. She also would like to know who would make the decision regarding chances to that location. Mayor Wray stated only a bid for demolition was inquired about since it also applied to 193 Beekman. Trustee Connell asked if the Board of Trustees would have to vote for the demolition at 1 Pleasant Street. Mayor Wray confirmed it and it will be further discussed at the next work session. Trustee Rodriguez stated he is working with Village Attorney and the Administrator to consider a lease agreement with Ecogy for the Elm Street parking lot. Communications: Village Clerk received email from Laura Lopes regarding traffic and garbage concerns on Beekman Avenue. (See attached) Village Clerk received an email from Marianne Lewis, resident on Gordon Avenue, thanking the Fire Dept. and Police Dept. for assisting her with a task. (See attached) Public Comments: Mayor Wray opened the meeting to the public and invoked the 3 minute rule. There were no comments at this time.
