Meeting Date: /2024 Resolution#: /2024 Resolution of the Board of Trustees of the Village of Sleepy Hollow Regarding Flags WHEREAS, the Board of Trustees wishes to display specific flags on the Village Flagpoles located at the corner of Beekman Avenue and Broadway (Rte 9) and immediately adjacent to Village Hall on Beekman Avenue (the “2 flag poles”), and WHEREAS, the Board of Trustees believes it is in the best interests of the Village to foster diversity and inclusion and create a welcoming environment for all residents of and visitors to the Village, and WHEREAS, the Board of Trustees believes it is important to exercise its free speech rights relating to symbolic speech regarding the same; and WHEREAS, this resolution represents the symbolic speech of the Board of Trustees only; and WHEREAS, nothing in this resolution should be construed as creating a public or community forum; and NOW THEREFORE BE IT RESOLVED that the flag of the United States of America and the POW/ MIA flag are to be displayed on the 2 flag poles year-round, and BE IT FURTHER RESOLVED that the flag of the State of New York may be displayed as appropriate and the Pride Flag may be displayed during the Month of June on the 2 flag poles, and BE IT FURTHER RESOLVED, that the display of the flags shall comply with all applicable laws, rules and regulations regarding the display of flags, including that the Flag of the United States of America is always placed higher than other flags, and BE IT FURTHER RESOLVED, that the Village Administrator is hereby authorized to effectuate the above, and BE IT FURTHER RESOLVED, that the flags on the 2 flag poles shall be owned, whether purchased or donated, by the Village.
