The Board of Trustees of the Village of Sleepy Hollow held a meeting on Tuesday, October 14, 2025 at Village Hall, 28 Beekman Avenue, Sleepy Hollow, New York. Present: Deputy Mayor Scaglione Lauren Connell Jim Husselbee Jared Rodriquez Patrick Sheeran, Trustees Absent: Mayor Rutyna Thomas Andruss, Trustee Also Present: Anthony Giaccio, Village Administrator Paula McCarthy, Village Clerk Pasquale Colantuano, Deputy Village Treasurer Josh Subin, Village Counsel At 7:01 p.m. Deputy Mayor Scaglione called the meeting to order with a pledge to the flag. Presentation: Terry McGlynn of the Lighthouse Swim, addressed the Deputy Mayor and the Board of Trustees and thanked all Village Departments for their assistance with this event. A donation of $60,000.00 was made on their behalf for Feeding Westchester and $10,000 to other food pantries. They also donated to Village Depts. as a token of their appreciation for the Village’s assistance. Public Hearing: Deputy Mayor Scaglione opened the public hearings to the public. Vacant Store Fronts: There were no comments at this time. Hearing was adjourned to October 28, 2025. Police Commissioner and Assistant Village Administrator: Jay of Fremont Road addressed the Deputy Mayor and the Board of Trustees and asked why these positions are necessary for the Village and is concerned about its’ costs. On a motion by Trustee Connell, seconded by Trustee Huseelbee, the public hearing for Assistant Village Administrator was closed. Motion carried. The Police Commissioner hearing was adjourned to October 28, 2025. Stop Sign South Bond on New Broadway at Pine Street: The Village Clerk read the public hearing notice aloud for the record. Kirsten McLaughlin of New Broadway addressed the Mayor and the Board of Trustees and stated this Stop sign request is for safety purposes. She also stated an additional Stop sign going North bond on New Broadway and a speed hump should be considered. On a motion by Trustee Connell, seconded by Trustee Husselbee this hearing was closed. Approval of Warrants: The warrant was reviewed by Trustee Sheeran. On a motion by Trustee Sheeran, seconded by Trustee Connell the warrant was approved. Motion carried. Mayor’s Announcement: The SUP Witches event has been post-poned to this Sunday, from 12 noon to 4pm. The annual hayride and block party will take place this Thursday and Friday from 5pm to 11pm. The Day od the Dead event will take place on November 1st, from 4pm to 9pm. Public Comments: Deputy Mayor Scaglione opened the meeting to the public for comments and invoked the 3 minute rule. There were no comments at this time. Department Reports: John Hodges and Police Chief Bueti addressed the Board of Trustees and reported on different matters. (See attached) Matt Arone, Recreation Superintendent addressed the Board of Trustees and reported on ongoing events. (See attached ) Resolutions: (See attached) Public Hearing notice Rodriguez/Connell Old Business: Trustee Hussellbee asked about a Polaris UTV that the Fire Chief had requested and that it should move forward. New Business: Trustee Connell stated the new section of Clinton Street will be done soon and the Board should discuss pedestrian access. Deputy Mayor Scaglione suggested taking a tour with Dan Briar to see the finished work. Trustee Connell asked for a status update on the Village’s latest audit. Trustee Connell stated that election signs are not allowed on the public right of way. Communications: The Clerk received a letter form a resident regarding pedestrian traffic at Edge on Hudson. A letter from Mr. Stiloski was also received regarding the special permit at Edge . (Attached ) Public Comments: Deputy Mayor Scaglione opened the meeting to the public and invoked the 3 minute rule. Joe Foley of 126 Valley Street addressed the Mayor and the Board of Trustees and stated the Village’s Parking Enforcer and Sweeper’s driver are doing a great job to clean the streets. He asked about a sandwich shop opening up at the Sunoco gas station and is not in favor of it. There were no further comments at this time.
