Call to Order and Roll Call for the OTPDC website 2. Minutes. Review and approve minutes from July 13, 2022 3. Public Hearings a. CA22-45: A request for a Certificate of Appropriateness for exterior alterations, specifically the painting of mural on street facing wall, at 285 Cousin Street, located in the southwest quadrant of the intersection of Cousin St and First St. Staff report attached. 4. Other Business a. Amendment to C-3 Central Business District to permit light industrial as a conditional use. Commission will hold a public hearing on the amendment at its November 9, 2022, meeting in order to provide a recommendation to the City Council. Staff report attached. b. Replacement of the City’s sign regulations with a new sign regulation. Commission will hold a public hearing on the amendment at its November 9, 2022, meeting in order to provide a recommendation to the City Council. Staff report and proposed ordinance to be provided separately. 5. Informational Items a. Federal Historic Tax Credit Program. The National Park Service Technical Preservation Service will host a Fall Update on Historic Tax Credit Operations/Programs for consultants, developers, and other frequent program users on Thursday, October 20 from 2:30PM to 3:30PM CT. Topics will include an update on the status of the planned transition to electronic application submissions and review process, changes to the TPS website, and other issues. Register at this GoTo Webinar link! b. State Historic Tax. STATE COMMERCIAL TAX CREDIT PROGRAM SUNSET EXTENTION AND RESERVATION CAP. During the 2020 First Extraordinary Session, the Louisiana Legislature extended the State Commercial Tax Credit Program through December 31, 2025, and placed a cap on the amount of credits reserved annually. Any Part 2 State Commercial tax credit applications received January 1, 2021 or later is subject to the credit reservation cap. Call to Order and Roll Call. Meeting called to order by Chairperson Darby at 5:03 p.m. Commissioners Present Commissioners Not Present Staff Present Darren Darby, Chair Theresa Alexander, Planner Dawn Crippin, Vice Chair Evelyn Campo, Desire Line Sam Caruso, Jr Michelle Cramer Jessica Fawer 2. Minutes. Motion by Vice Chairperson Crippin to approve minutes of June 8, 2022 as written; Chairperson Darby seconded. A vote of 5 YAYS, 0 NAYS, 0 ABSTAIN approved the minutes. 3. Public Hearings a. CA 22-34: 453 Teddy Ave, construction of an accessory shed. • Chairperson Darby introduced the item and asked the applicant, Mr. Patrick Breen, to explain their application and asked if there was a sketch of the shed available. • Mr. Breen informed the Commission the shed o Would be the same style but smaller than the garage that was previously located on the site. o Set back farther than the previous garage. o Be fourteen (14’) wide by eighteen (18’) feet long. o Would have a smaller garage door then previous garage. • Commission Cramer asked if the color would be the same as the principal structure; Mr. Breen said it would be the same. • Chairperson Darby asked if it would be a metal roof; Mr. Breen confirmed the roof would be metal. • Commissioner Caruso asked if prior garage was damaged by Hurricane Ida; Mr. Breen stated the garage was damaged prior to Hurricane Ida during a wind event on April 9th and 10th. • Commissioner Caruso made a motion to approve the Certificated of Appropriateness; Commissioner Cramer seconded. A vote was taken, and the Certificate of Appropriateness was approved by a vote of 5 YAYS, 0 NAYS and 0 ABSTAIN. b. CA 22-35: 1808 Front St • Chairperson Darby introduced the item. Olde Towne Preservation District Commission Minutes for July 13, 2022 Page 1 of 2 • The applicant, Mr. Bryce Jacobs, and his architect, Mr. Joseph Mistich, provided the Commissioners printed images of their proposal. • Mr. Mistich described the project to replace the sealed window with a drive through window and to remove a portion of the deck and canopy to provide room for the drive through. • Commissioner Fawer asked if there is an entrance in the area of the proposed work. Mr. Mistich noted there is a door near the proposed drive through window, but it is not the main door to the building. Mr. Mistich stated that as part of future work to the building they propose to change the door (the one further from the drive-through window) to more prominent entrance by adding framing and painted wood on either side of door opening but are not proposing to change the door itself • Mr. Mistich noted that the drive-through proposal was the most efficient they identified for car stacking and ingress/egress. • Commissioner Caruso asked if ingress and egress for the drive through will be from Second St; Mr. Mistich confirmed that ingress and egress would be from Second St. • Mr. Mistich informed the Commission that they will add an awning to the drive-through window to match the awning on the other windows on the building but that the drive- through window will have to raise up to be able to serve through it. • Commissioner Cramer asked if the colors had been approved by the City; Ms. Alexander replied yes. • Commissioner Cramer asked if there will be any retail business on the first floor; Mr. Jacobs stated that the plan is for two offices and a coffee shop on the first floor. • Commissioner Cramer made a motion to approve the replacement of the sealed window with a drive through window. After more discussion between some of the Commissioners and Mr. Jacobs the motion was amended to include the future plans to add a painted wood to the existing entryway facing Teddy Ave. Commissioner Fawer seconded the amended motion. A vote was taken and the Certificate of Appropriateness was approve by a vote of 5 YAYS, 0 NAYS and 0 ABSTAIN 4. Other Business a. Introduction of Desire Line team. Theresa Alexander introduced Evelyn Campo from Desire Line, LLC. Evelyn Campo explained that Desire Line will be providing staff support to the City’s planning department to include support for the Olde Towne Historic Preservation Commission and encouraged Commissioners to contact the Desire Line team if they have any questions. 5. Meeting adjourned at 5:25 p.m. on motion by Commissioner Caruso, second by Commissioner Cramer, bya vote of 5 YAYS, 0 NAYS, 0 ABSTAIN.
