Existing developed residential site at 334 Teddy Ave (Figure 1). 2. The property is listed as an individually historic structure within the OTPD.(LHRI No. 52-00022) (Figure 2). 3. The Planning Director requests a review of the already constructed alterations to the site of a historic structure (c1920, Attachment 1) 4. The applicant’s scope of work: A. An extension to the height of a pre-existing 6-foot wood fence, constructed vertically, around the entire perimeter of the rear yard. 5. The following alterations were made to the site: A. The fence extension is 2 feet high and is attached to the top of the existing fence providing an 8-foot security fence. B. Fence is constructed of new decorative wood in a louvered design. (Figure 2) 6. The applicant constructed the fence extension to provide additional security for pool occupants from their neighbors. Zimmer Zoning: C-3 Central Business/OTPD Olde Towne Preservation District Request: Certificate of Appropriateness for a New Residential Duplex (see Findings for complete details) OTPDC Meeting: 11/13/2024 STAFF RECOMMENDATION Approval BACKGROUND 1. Property located at 1715 Sgt Alfred Drive previously had a structure on it which was demolished sometime after Katrina (Figure 2). This property is not within the Teddy Ave Historic District. 2. The property is located within the City’s C-3 Central Business District which allows for the construction of residences regulated under the City’s A-8 High Density Urban District codes. The new construction must meet all A-8 regulations, International Residential Codes and fire safety requirements. (Figure 3) 3. The property contains 7,300 square feet which, in accordance with Sec. 2.1104, area requirements for the A-8 district, permits a duplex or two-family structure. (Figure 4) 4. Setbacks required for construction as outlined in A-8 regulations are Front – minimum 20 feet; Sides – minimum 5 feet; and rear – minimum 25 feet. 5. The proposed construction will be elevated to meet the FEMA elevation requirements and the City’s Flood Ordinances. The Base Floor of the home will be 6 feet above ground level. 6. The applicant proposes to construct a 2-story double on the property, located between Teddy Ave and Maine Ave with single living units on the first and second floors. (Figure 5). SCOPE OF WORK 7. The construction is for a two-story residential double with a 1,606 sq foot living area on the first floor and a 1,606 sq foot living area on the second floor. The construction will be setback from the front property line at approximately 20 feet; left side yard setback is 13 feet; right side yard, which includes a healthy oak tree, is 34.5 feet; the rear yard, which contains the two A/C units for the construction, is at 12 feet. Setbacks for elevated residences not meeting the minimum required measurements can get administrative review and approval from the Planning Director. 9. The exterior materials are brick veneer and stucco. The front elevation has the primary entrance to the living unit on the first floor; the primary entrance to the second floor is located at the rear of the right side of the construction. 10. The front elevation provides a stucco treated porch on both floors with one double window on each floor and single-lite insulated fiberglass doors. The remainder of the front elevation is a brick veneer. 11. The elevated portion of the construction is screened with a brick ledge and brick veneer. The required venting for flood code requirements is spaced appropriately along all required elevations, with decorative venting on the front elevation. (Figure 5) 12. Side elevations of the new construction are primarily brick veneer with two soldier brick bands – one along the base floor elevation and another separating the first floor from the second. In addition, there are several brick sills located throughout the side elevations. 13. Decorative features and materials included in this construction are: • Brick veneer, soldier brick bands, and brick sills – M/S Oldwarehouse 77 with a weathered wash finish (cream) • Stucco at porches and along Gable (Omega ColorTek Stucco – Vanilla Cream) • Corrugated Beaded Vinyl Sofit – Almond around perimeter, Savannah Blue at Porches • Recessed lighting on the porches • Almond Color Aluminum Gutter Cans w/ Downspouts • Porch, balcony and stair railings and posts (Black Painted Wrought Iron). Stair railings will have a decorative design. • Lantern-style lighting on the porches and at the Second-Floor entrance door (Bevolo French Quarter – Original Bracket) • Architectural Shingles – Driftwood • Porch and balcony windows – Double windows with stucco band. • 16 single vinyl windows – Single-hung (Almond) • Exterior Doors – single-lite insulated fiberglass - porch and balcony (Almond) • Exterior Doors – 6 panel insulated fiberglass – Side Elevations (Almond) (Figure 6) STANDARDS FOR REVIEW 14. This request is for new construction of a 2-story residential double. It is reviewed against the standards of New construction of the City’s Code of Ordinances. The following factors are considered in this request for a Certificate of Appropriateness: a. Scale. The proposed residence will have a height of31 feet. The C-3 district has a maximum height of 65 feet. 1 Sgt. Alfred Drive at this location has a 50 ft wide right-of-way, which can support the proposed use. 1 Sec. 2.1703, Appendix A Zoning, of the City’s Code of Ordinances. The C-3 district does not require setbacks unless the use includes a dwelling. When constructing a dwelling in the C-3 district, the applicable zoning code for such construction is the A-8 district. The a/c compressors are located behind the front building line in the rear yard. The proposed construction and its components are appropriately sited. d. Materials. The materials proposed for the residential construction are outlined in finding #13. The proposed materials are appropriate. e. Decorative details. The proposed residential construction will feature a brick veneer with soldier brick bands and brick sills to clearly identify the separation of the first and second floors giving the structure a multi-textured appearance. These details create a unifying effect and are compatible with the context of the neighborhood. f. Architectural elements. The proposed residential construction is a rectangular shape structure with a gable roof. It features a first floor porch and second floor balcony. The change in exterior wall materials from brick to stucco, lighting, and the porch and balcony railings provide depth to the design elements of the residential construction. The construction elements compliment the context of the Olde Towne Preservation District. FINDINGS 15. The proposed new residential construction is consistent with the applicable standards of the Olde Towne Preservation District. RECOMMENDATION 16. The Planning Director recommends approval of the proposed residential construction as appropriate for the Olde Towne Preservation District. FIGURES Figures provided on the following pages.
