2. Pledge of Allegiance
3. Minutes. Motion by Commissioner Rogers to approve minutes of June 20, 2022 as written;
Commissioner Reardon seconded. A vote of 6 YAYS, 0 NAYS, and 0 ABSTENTIONS approved the
minutes.
4. Public Hearing
a. S22-03. Request for Final Plat to subdivide one parcel into two parcels A1 and B1.
Chairperson Hilts introduced the item and ask if there was anyone from the public wishing to
speak.
Mr. Goldsmith, the property owner and applicant, rose and addressed the commission. Mr.
Goldsmith reiterated that the application was to divide the existing parcel into two parcels.
Chairperson Hilts asked the staff for their recommendation; Theresa Alexander said the
Administration recommends approval as the subdivision meets the subdivision regulations and
that the City would work with the owners to provide utility access to Parcel A1.
Commission Reardon made a motion to approve the subdivision plat; Commissioner Rogers
seconded. A vote was taken, and the motion was approved by a result of 6 YAYS, 0 NAYS, and 0
ABSTENTIONS.
5. Other Business. There was none.
6. General and Public Comments. There were none.
7. Adjournment. Meeting adjourned at 7:07 p.m. on motion by Commissioner Rogers, second by
Commissioner Washington, and a vote of 6 YAYS, 0 NAYS, and 0 ABSTENTIONS.

Location: Three (3) parcels of land located in Section 11 T9S, R14E along the western side of the
Lindberg Dr. corridor between Gause Blvd and Short Cut Highway (Figure 1) as identified in J. V. Burkes
& Associates Survey # 991271 dated June 18, 1999 (Figure 2).
Petitioner: Donald M. Archie as the Independent Executor of the Succession of Donald Y. Archie.
Zoning: Highway Commercial – 2 (HC-2) (Figure 3)
Future Land Use: Commercial (Figure 4)
Requests: Annexation and establishment of City zoning classification of C-4 Highway Commercial.

Annex and Zone C-4 Highway Commercial To be determined
1. Findings
A. Location. Mr. Donald M. Archie, as the Independent Executor of the succession of Donald Y.
Archie, requests the City of Slidell annex three (3) parcels of land located in Section 11, T9S,
R14E along the western side of the Lindberg Drive corridor between Gause Boulevard and Short
Cut Highway as identified in J. V. Burkes & Associates Survey # 991271 dated June 18, 1999
(Figure 2).
B. Existing conditions. The petitioned property has:
• No registered voters (Certificate of Registrar of Voters dated June 22, 2022)
• No resident property owners (Assessors Certificate of Ownership dated June 28, 2022)
• An assessed value of $1,030. The property owner who represents $1,030 (100%) of the
assessed value of the property signed the Annexation Petition (Assessors Certificate of
Ownership dated June 28, 2022).
C. Eligibility for Annexation. The petitioned property is contiguous with the City’s corporate limit
on the south and west side and 30% contiguous on the east side making it 65% contiguous with
the City boundary (Figure 1)
D. Consistency with Slidell 2040 Comprehensive Plan. The property is located in City of Slidell’s
Growth Management Zone. Slidell 2040 Comprehensive Plan identifies the future land use of
the property as Commercial (Figure 4).

E. Zoning.
• St. Tammany Parish zoning. The property is currently zoned HC-2 Highway Commercial.
The adjacent property along the north boundary that will remain in St. Tammany Parish
and is also zoned HC-2 Highway Commercial (Figure 3).
• City of Slidell zoning. Lots within the City located to the south, east, and west of the
subject property are zoned C-4 Highway Commercial. (Figure 1)
F. Access and Utilities.
• Access. The property does not have frontage on either a city, parish, or state right-of-
way. The applicant proposes acquiring an access servitude from Our Lady of the Lake
Surgical Hospital to provide access to the Lindberg Drive right-of-way (Figure 6).
• Water. An eight (8) inch water line runs along Lindberg Drive. (Figure 1). A servitude is
required to run service lines from the eight (8) inch line to the property.
• Fire Service. A fire hydrant is currently located along Lindberg Drive and another fire
hydrant us located on the adjacent Our Lady of the Lake Surgical property.
• Sewer. The nearest sewer connection is located 500 feet north along Lindberg Drive and
would require extension south along Lindberg Drive to the property. An easement or
servitude across an adjacent property fronting on Lindberg Drive would be required to
bring a sewer service line to the property. This sewer line is a force main and a lift
station would be required.
G. Flood Zone.
• Effective FIRM: X Zone.
• ABFE: Not applicable.
• Preliminary FIRM: X Zone.
H. Wetlands. Upon review of the U. S Department of Wildlife and Fisheries National Wetlands
Inventory Map (Figure 6), there are no delineated wetlands located within the confines of the
property.
2. Conclusions.
A. The Archie property meets the legal requirement for annexation into the City of Slidell.
B. Proposed annexation and zoning as C-4 Highway Commercial is consistent with the Future Land
Use Map of the Slidell 2040 Comprehensive Plan.
C. The property is eligible to be zoned C-4 Highway Commercial per the City’s Sale Tax Agreement
with St. Tammany Parish.
D. The property can be supported by sewer, water, and drainage by the City of Slidell. However, the
property lacks access to a public right-of-way and requires a servitude from a property fronting
on the Lindberg Drive right-of-way to provide access for vehicles, sewer, water, and other public
and private utilities. Sewer connections would require extending the sewer force main
approximately 500 feet, a sewer lift station be constructed on the parcel, and maintained at the
owner’s expense.
E. Development of this property will not have an adverse effect on the City’s floodplain or delineated
wetlands.
3. Recommendation.
The Archie Property be annexed into the City of Slidell and zoned C-4 Highway Commercial.
