Call to Order and Roll Call. Meeting called to order by Chair Reardon at 7:12 p.m. Commissioners Present Commissioners Not Present Staff Present Richard Reardon, Chair Landon Washington, Vice Chair Daniel McElmurray, Planning Director Gayle Green Michael Newton Theresa Alexander, Planner Sandy Hicks Eric Shives 2. Pledge of Allegiance 3. Minutes. Motion by Commissioner Green to approve minutes of October 16, 2023 as written; Commissioner Hicks seconded. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved the minutes. 4. Public Hearing a. S23-10: A request for a Final Plat to subdivide three lots containing 0.376 acres, located at 1858 Fifth Street, identified as Lots 13 and 14, and a portion of Lot 12, into One Lot (12A). Introduced by Chair Reardon. Mr. Scott Downs, property owner was present to address the Commission and answer any questions. Director McElmurray and Ms. Alexander spoke to the Commission on this matter and recommended approval. Commissioner Green made a motion to approve, with a second by Commissioner Hicks. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved S23-10. b. T23-04: A request to amend the City of Slidell Code of Ordinances to support implementation of the Slidell 2040 Comprehensive Plan amending several sections of the code related to nuisance regulations and due processes. Introduced by Chair Reardon. Alexandra Carter with Desire Line was in attendance and made a presentation. Director McElmurray then led a discussion with the Commission and answered questions. A motion was made by Commissioner Hicks to forward to City Council for their study, review and acceptance, and seconded by Commissioner Green. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved the motion. c. T23-05: A request to repeal and replace Article II Flood Hazard Prevention, Chapter 15 – Floods of the City of Slidell Code of Ordinances. Introduced by Chair Reardon. Evelyn Campo with Desire Line was in attendance and made a presentation. Director McElmurray and Ms. Campo held a discussion with the Commission and answered questions. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved the motion. d. T23-06: A request to create Appendix F – Fee Schedule, in the City of Slidell Code of Ordinances. Introduced by Chair Reardon. Evelyn Campo with Desire Line gave a presentation. Director McElmurray and Ms. Campo held a discussion and answered questions by the Commission. A motion was made by Commissioner Green to forward to City Council for their study, review and acceptance, and seconded by Commissioner Hicks. A vote of 3 YAYS, 0 NAYS, 0 ABSTAIN approved the motion. 5. Other Business a. Consideration of 2024 Meeting Calendar Introduced by Chair Reardon. Director McElmurray stated that the calendar is not completed in anticipation of the City Council and official holiday calendars being issued. 6. General and Public Comments. There were none. a. Director McElmurray showed the Commission the commemorative vase for Mary Lou Hilts had been purchased and would be presented to her on December 21. 7. Adjournment. Meeting adjourned at 8:24 p.m. on motion by Commissioner Green, second by Commissioner Hicks, and a vote of 3 YAYS, 0 NAYS, 0 ABSTAIN.
