Call to Order and Roll Call. Meeting called to order by Chair Reardon at 7:00 p.m. Commissioners Present Commissioners Not Present Staff Present Richard Reardon, Chair Danny McElmurray, Planning Director Landon Washington, Vice Chair Erica Smith, Planning Secretary Chad Duffaut, Jr. Gayle Green Sandy Hicks Michael Newton Eric Shives 2. Pledge of Allegiance 3. Minutes. Motion by Commissioner Green to approve minutes of August 19, 2024 as written; Commissioner Shives seconded. A vote of 7 YAYS, 0 NAYS, 0 ABSTAIN approved the minutes. 4. Public Hearing a. S24-12: A request for a Final Plat to subdivide Two lots with 1.521 acres; located at 989 Florida Ave; identified as a Lot 1-A and a Parcel of Land containing 0.552 acre; into One lot to be identified as Parcel Lot 1-A-2. Introduced by Chair Reardon. Director McElmurray addressed the Commission and recommended approval. Ms. Holly Sanchez and Mr. Gil Ganucheau, representing Slidell Memorial Hospital were present to answer questions by the Commission. Commissioner Shive made a motion to approve, seconded by Commissioner Duffaut. A vote of 7 YAYS, 0 NAYS, 0 ABSTAIN approved S24-12. b. S24-13: A request for a Final Plat to subdivide One lot with 2.882 acres; located at 1411 Gause Blvd at Eastwood Drive; identified as a parcel of land; into Two lots to be identified as Parcel A and Parcel B. Introduced by Chair Reardon. Director McElmurray addressed the Commission and recommended approval. Ms. Holly Pack and Ms. Colleen Euper, representing The Hingle Law Firm were present to answer questions by the Commission. Commissioner Hicks made a motion to approve, seconded by Commissioner Green. Nick Zoning: Parish NC-2 Neighborhood Commercial Future Land Use: Commercial (Figure 2) Requests: Annex and establish City zoning classification as C-2 Neighborhood Commercial Parish Concurrence: Needed; request sent on September 26, 2024 Planning & Zoning Commissions Consent Agenda: September 16, 2024 Public Hearing: October 21, 2024 City Council (tentative) Consent Agenda: November 19, 2024 Public Hearing: December 10, 2024 RECOMMENDATIONS Planning Department Planning & Zoning Commissions Approval To be determined FINDINGS 1. The petitioned property contains 0.297 acre and is developed with a commercial structure (Figures 3 and 4). 2. The petitioned property has: • No registered voters (Certificate of Registrar of Voters dated September 17, 2024); • The petitioned property has an assessed value of $23,975. Non-resident property owner representing 100% of the assessed value of the petitioned property signed the Annexation Petition. (Certificate of Ownership and Certificate of Ownership and Assessed Valuation dated September 13, 2024). 3. The petitioned property is 100% contiguous with the City’s corporate limits. 4. The subject property is zoned by the Parish as NC-2 Neighborhood Commercial (Figure 5). The applicant proposes to establish City zoning as C-2 Neighborhood Commercial. 5. C-2 allows similar uses as NC-2; it does not allow more intense uses. 6. For the purpose of the Sales Tax Enhancement Plan, the property is developed commercial. The Parish needs to concur on this annexation; request for concurrence was made on September 26, 2024; the property is 100% contiguous with City jurisdictional properties. Immediately adjacent properties on Robert Blvd are zoned with City zoning districts C-2 and A-6 (Figures 1 and 5). 9. C-2 Neighborhood Commercial is appropriate for this location because of its located on a major road and proximity to other properties with the same commercial zoning. 10. City water services are immediately adjacent to the subject property (Figure 6). City sewer services are more than 300 feet away from any portion of this property; therefore, the property owner will continue to use the existing sewer treatment plant until the City’s services are within 300 feet, at which time, the property owner will be required to connect. 11. The subject property is in Flood Zone X with an approximate ground elevation of 19.0 feet. Annexing this property will not impact the City’s FEMA Community Rating. 12. The Planning Department finds the annexation is reasonable for the following reasons: • Configuration of municipal boundaries to fill in gaps, follow natural boundaries • Supported by the City’s Comprehensive Plan RECOMMENDATION The Planning Department finds the annexation and zoning requests meet applicable requirements and are appropriate.
