MINUTES OF THE REGULAR MEETING SMYRNA TOWN COUNCIL February 16, 2021 REGULAR MEETING The meeting was called to order by Vice Mayor Valerie M. Forbes at 7:00 p.m. Council members present were Michael A. Rasmussen, Tabitha J. Gott, Robert C. Johnson, William D. Pressley Sr., Margaret B. Mann, and Gerald L. Brown. Also present were Town Manager Andrew S. Haines, Attorney D. Barrett Edwards, and Recording Secretary Valerie L. Heritage. Mayor Johnson lead the Pledge of Allegiance and asked for a moment of silence. Mayor Johnson asked Vice Mayor Forbes to run the meeting for him. ADDITIONS/DELETIONS TO PUBLISHED AGENDA Councilwoman Mann made the motion to approve the agenda as presented. Motion was seconded by Councilwoman Gott and carried unanimously. MINUTES OF PREVIOUS MEETING Councilwoman Mann made the motion to approve the regular minutes of February 1, 2021 as presented. Motion was seconded by Councilman Brown and carried unanimously. REPORTS A. Presiding Officer – Mayor Johnson said he asked Mr. Haines to send a letter regarding the windows for the Boys & Girls Club out to the legislators. B. Town Attorney – Mr. Edwards said he had nothing at this time. C. Police Chief – There was no report. D. Town Manager – Mr. Haines spoke about the impending weather; we are working on a handful of ordinances which we are hoping to present next month; he spoke about the yard waste ordinance that will be coming before council. E. Committees – Councilwoman Gott said the Parks & Recreation Committee met tonight virtually. Councilman Brown said the Utility Committee will meet virtually on March 9th. Mayor and Council Page 2 of 3 February 16, 2021 Councilman Rasmussen said the Economic Development Committee met virtually February 3rd. F. District/Council comments – Councilwoman Mann did not have anything at this time. RECOGNITION OF VISITORS Visitors present virtually were Ann Altieri, Sue McClements, Danielle Pope, Corrine Wilson, Richard Ruben, Nicole Stevenson, George DeBenedictis, Corrine Upshur, Gerri McNeal, and Beryl Cook. Corrine Upshur spoke and introduced herself to everyone. Laura Sebastiano spoke and introduced herself to everyone. Nicole Stevenson spoke and introduced herself to everyone. NEW BUSINESS A. Appointment and swearing-in of Election Board – Mr. Edwards swore in Ann Altieri, Susan McClements, Richard Ruben, Nicole Stevenson, Beryl Cook and Gerri McNeal as members of the Election Board. B. Appointment of Tax Assessor – Mayor Johnson made the motion to approve the appointment of Tyler Technologies as the tax assessor. Motion was seconded by Councilman Rasmussen and carried unanimously. C. Appointment of Elvira Gary to the Historic District Review Board – Mayor Johnson made the motion to appoint Elvira Gary to the Historic District Review Board. Motion was seconded by Councilman Brown and carried unanimously. D. Appointment of Evie Zerefos to the Utility Committee – Mayor Johnson made the motion to appoint Evie Zerefos to the Utility Committee. Motion was seconded by Councilwoman Mann and carried unanimously. OTHER COUNCIL BUSINESS There was none.
