MINUTES OF THE REGULAR MEETING SMYRNA TOWN COUNCIL December 20, 2021 REGULAR MEETING The meeting was called to order by Vice Mayor Valerie M. Forbes at 7:00 p.m. Council members present were Michael A. Rasmussen, Tabitha J. Gott, William D. Pressley Sr., Margaret B. Mann, and Gerald L. Brown. Also present were Town Manager Andrew S. Haines, Chief Torrie James, Attorney D. Barrett Edwards, and Recording Secretary Valerie L. Heritage. Chief James led the Pledge of Allegiance. Vice Mayor Forbes asked for a moment of silence. ADDITIONS/DELETIONS TO PUBLISHED AGENDA Mr. Haines asked to remove item 10(f) from the agenda. Councilwoman Gott made the motion to approve the agenda as amended. Motion was seconded by Councilman Brown and carried unanimously. MINUTES OF PREVIOUS MEETING Councilwoman Gott made the motion to approve the regular and executive session minutes of December 6, 2021, as presented. Motion was seconded by Councilman Brown and carried unanimously. REPORTS A. Presiding Officer – Vice Mayor Forbes said she did not have anything. B. Town Attorney – Mr. Edwards said he did not have anything outside of what is on the agenda. C. Police Chief – Chief James said thank you to everyone who came out to the events; he updated Council on recent hires. D. Town Manager – Mr. Haines spoke about next year’s events; he asked for Council’s input on winterizing the restrooms at the George C. Wright Municipal Park; and the last thing was that we were successful in obtaining the ORPT Grant for the new restrooms at the park. Mayor and Council Page 2 of 3 December 20, 2021 E. Committees/Commissions – Councilwoman Mann thanked the Police Department for the Christmas celebration event and said Merry Christmas. Councilman Brown said the Utility Committee will meet January 11th. Councilman Pressley said the Public Safety Committee and the Charter Review Committee will resume meeting in January. Vice Mayor Forbes said the Shade Tree Commission will meet January 19th. Councilwoman Gott said the Parks & Recreation Committee will meet January 18th. Councilman Rasmussen said the Main Street Coordinating Board will meet January 12 th. F. District/Council comments – There were none. RECOGNITION OF VISITORS Visitors present were George DeBenedictis, Danielle Pope, Frederick Schaber, Carson Bise, Cassandra Young, and Ed Augustine. Edward Augustine spoke about trash pickup. A. Presentation of Town Capital Impact Fees, Carson Bise of Tischler Bise – Carson Bise gave a brief PowerPoint presentation. OLD BUSINESS A. Third reading, Ord. No. 021-21, an ordinance amending the Town Code of the Town of Smyrna to create procedures for the disposition of surplus property – Councilman Rasmussen made the motion to approve the third reading of Ord. No. 021-21, an ordinance amending the Town Code of the Town of Smyrna to create procedures for the disposition of surplus property. Motion was seconded by Councilwoman Gott and carried unanimously. NEW BUSINESS A. Acceptance of Tischler Bise Capital Impact Fee Study – Councilman Rasmussen made the motion to accept the Tischler Bise Capital Impact Fee Study. Motion was seconded by Councilman Brown and carried unanimously. Mayor Robert C. Johnson entered the meeting via Zoom. B. Amendment to the Pension Fund Funding Strategy; Mayor and Council Page 3 of 3 December 20, 2021 C. Amendment to Investment Policy Statement (IPS) and Create Two Separate Asset Classes; D. Resolution to create a Budget Surplus Prioritization Policy – Councilwoman Gott made the motion to approve items 10(b), 10(c), and 10(d). Motion was seconded by Councilwoman Mann and carried unanimously. E. Review and Adoption of Updated Town Committee Proposal – No action was taken. F. Simon’s Corner Pump Station Construction Agreement – This item was removed from the agenda. OTHER COUNCIL BUSINESS Councilman Pressley spoke about the fire company.
