MINUTES OF THE REGULAR MEETING
SMYRNA TOWN COUNCIL
January 17, 2023
REGULAR MEETING
The meeting was called to order by Mayor Robert C. Johnson at 7:01 p.m. Council
members present were Michael A. Rasmussen, Tabitha J. Gott, Valerie M. Forbes, William D.
Pressley Sr., Margaret B. Mann, and Gerald L. Brown.
Also present were Town Manager Sheldon P. Hudson, Chief Torrie James, Attorney D.
Barrett Edwards, and Recording Secretary Valerie L. Heritage.
Chief James led the Pledge of Allegiance. Mayor Johnson asked for a moment of silence.
ADDITIONS/DELETIONS TO PUBLISHED AGENDA
Mr. Hudson asked to remove agenda items 5(a) and 5(d).
Councilman Rasmussen made the motion to approve the agenda as amended. Motion
was seconded by Councilman Brown and carried unanimously.
CONSENT AGENDA
A. Council minutes of 12/19/22
B. Council minutes of 01/03/23
C. Executive session minutes of 01/03/23
D. Police Department monthly report
Councilman Rasmussen made the motion to approve the consent agenda. Motion was
seconded by Councilwoman Gott and carried unanimously.
NON-AGENDA ITEMS
A. Mayor and Councilmembers – Mayor Johnson
Councilman Rasmussen said the Main Street Coordinating Board will meet January 18th.
Councilwoman Gott said the Parks & Recreation Committee will meet January 17th.
Councilman Pressley said the Charter and Ordinance Review Committee will not meet this
month.
Councilman Brown said the Utility Committee will meet January 10 th.

PUBLIC PRESENTATIONS AND COMMENTS
Visitors present were Danielle Pope, Travis Stewart, Katie McDonough, Ann Smolinski,
Larry & Irene Strozeski, Josh Little, Nina Johnson-Wright, Darlene Hitchens, Jane L. Schneider,
Pat Musto, Regina Brown, Fred Schaber IV, Carol Binns, Chris Simms, Sharon Wright, Susan
Wolfe, Jim Wolfe, Daphney Walker, and Charlotte Middleton.
A. Presentation by Friends of Duck Creek Regional Library – Kathy Messer gave a brief
presentation on behalf of the Friends of Duck Creek Regional Library.
B. Presentation by Chris Simms regarding PPCAC – Chris Simms gave a brief presentation
on the PPCAC.
C. Presentation of FY21 Audit – This item was removed from the agenda.
OLD BUSINESS
A. Consideration of FY21 Audit – This item was removed from the agenda.
NEW BUSINESS
A. Senior Citizen Tax Exemption for 2023 – Councilwoman Forbes made the motion to
approve the senior citizen tax exemption for 2023 and that it be the same as last year. Motion
was seconded by Councilwoman Gott and carried unanimously.
B. Set time and place for the April 25, 2023 Town of Smyrna election – Councilwoman
Forbes made the motion to hold the election at Town Hall, 7:00 a.m. to 8:00 p.m. Motion was
seconded by Councilman Brown and carried unanimously.
C. Award of homeless encampment demo/cleanup bid – Councilwoman Forbes made the
motion to award the homeless encampment demo/cleanup bid as recommended by staff.
Motion was seconded by Councilman Brown and carried unanimously.
D. Confirmation of 2023 PPCAC – Councilman Brown made the motion to accept the PPCAC
relevelization amount. Motion was seconded be Councilwoman Mann and carried unanimously.

There was none.

EXECUTIVE SESSION
A. Executive session to discuss personnel matters in which the names, competency, and
abilities of individual employees will be discussed – Councilwoman Forbes made the motion to
go into executive session to discuss personnel matters in which the names, competency, and
abilities of individual employees will be discussed. Motion was seconded by Councilwoman Gott
and carried unanimously. Council went into executive session at 8:08 p.m.
Councilwoman Forbes made the motion to come out of executive session, seconded by
Councilwoman Gott and carried unanimously. Council came out of executive session at 8:17 p.m.
B. Possible action on item discussed in executive session regarding a strategy session
involving legal advice or an opinion from an attorney-at-law, with respect to pending or
potential litigation – No action was taken.
C. Possible action on personnel matters discussed in executive session – No action was
taken.
ADJOURNMENT
Mayor Johnson adjourned the meeting at 8:18 p.m.
