MINUTES Town of Smyrna Council Meeting Bi-Monthly Meeting Monday, April 1, 2024, 7:00 pm - 8:00 pm Council Chambers MEMBERS OF THE PUBLIC WILL BE PERMITTED TO PARTICIPATE IN THIS MEETING by teleconference by calling 1-301-715-8592 and entering Meeting ID number: 870 5403 5262 Passcode: 619021 or by visiting Join Zoom meeting at: https://us06web.zoom.us/j/87054035262?pwd=ouHLdHeFBhS45C37fUP46lPbccMotc.1 1. 7:00 PM - Call to order – regular meeting Meeting was called to order by Mayor Johnson at 7:01 PM 2. Pledge of Allegiance/Moment of Silence Pledge of Allegiance was led by Mayor Johnson 3. Roll call Roll call led by Mary Bowers-Johnson. 4. Additions/deletions to published agenda A motion was made by Councilwoman Upsur to delete items 7c,7d, and 8d from the agenda Seconded by Councilman Rasmussen and was carried unanimously. Move: Dr. Corrine Upshur Second: Michael Rasmussen Status: Passed 5. Consent agenda: Approved A motion was made to approve the consent agenda by Councilman Rasmussen and seconded by Councilman Brown and carried unanimously. Non-agenda Items: a. Mayor & Council Members Mayor Johnson thanked residents for their patience as Council worked through the budget process. Councilman Pressley had nothing. Councilwoman Upshur reminded everyone about the Estate Planning presentation at the Police Department Conference Room on April 11 @6:30 PM. Councilwoman Gott let everyone know that Evie Zerefos added to the calendar and it is on Tidbits. Councilwoman Forbes had nothing. Councilman Rasmussen had nothing. Councilman Brown had nothing. b. Police Chief Chief James presented 3 new officers to the Smyrna Police Department. Mayor Johnson sworn in all 3 officers. Chief James also presented a promotion one of his corporals to sergeant. c. Town Manager No Town Manager report at his time. 7. Old business, including Discussions & Possible Action on the following items: a. Swearing in of the Election Board Ann Altieri and Shannon Pearson Mayor Johnson sorn in Shannon Pearson to the Election Board. b. Third reading of an Ordinance to Amendment Chapter 18 (Buildings and Building Regulations), Article XX (Annual Registration of Vacant Buildings and Registration Fees) to Designate Vacant Building Registration Fees and Penalties for the Smyrna Slum Clearance and Redevelopment Authority Third reading of an Ordinance to Amendment Chapter 18 (Buildings and Building Regulations), Article XX (Annual Registration of Vacant Buildings and Registration Fees) to Designate Vacant Building Registration Fees and Penalties for the Smyrna Slum Clearance and Redevelopment Authority. Addendum in maintaining the Town's assessments with Tyler Technologies Removed from agenda 8. Procedures for individual council members to grant proclamations It was decided that council can write a letter of accomodation for a resident of the Town on their own. Proclamations are not done by Councilmembers. d. Town of Smyrna anti-nepotism policy Removed from agenda 9. Presentation and public comments (3 minutes) None 10. Executive session to discuss personnel matters in which the names, competency, and abilities of individual employees will be discussed. 29 Del.
