Pledge of Allegiance/Moment of Silence The Pledge of Allegiance and Moment of Silence was led by Vice Mayor Rasmussen 3. Roll call Roll Call was taken by Mary Bowers-Johnson 4. Additions/deletions to published agenda No additions or deletions were made to the public agenda Move: Dr. Corrine Upshur Second: Gerald Brown Status: Passed 5. Consent agenda: A motion was made by Councilman Pope to accept the consent agenda. The motion was seconded by Councilwoman Gott and carried unanimously. Mayor & Council Members Mayor Johnson spoke about re-starting the Charter Review Committee and the Personnel Committee and ending the Finance Committee. Councilman Brown spoke about keeping residents informed. Councilman Pressley stated that the Charter Review Committee will have their first meeting on June 7th at 5:00 PM in the Committee Conference Room. This meeting in open to the public. Councilman Pope stated that the Town was working on the microphone issue in Council Chambers. He also stated the June is Pride Month as well as African American Music Appreciation Month. Councilwoman Gott spoke about the Veterans Event, The Park and Rec Meeting on June 19th at 6 PM. Councilwoman Upshur spoke about Pride Month and the Stonewall uprising in New York and reminded everyone that June is African American Music Appreciation Month. b. Police Chief Chief of Police Torrie James handed out his reports to council for the different departments. c. Town Manager Town Manager Torrie James 7. Old business, including Discussions & Possible Action on the following items: a. Second reading of ordinance 006-24 to amend Chapter 26 (Elections), Article I (In General), to require a criminal history background check for candidates running for the office of Mayor and Town Council b. Third reading of ordinance 005-24 to amend Chapter 2 (Administration), Article II (Town Council), Division 1 (Generally) to establish regulations governing the hiring of relatives of Council Members c. Third reading of Ord. 012-23 amending the Town Code of the Town of Smyrna and the “Standard Specifications and Details for Water Mains, Sanitary Sewers, Storm Drains, Streets, Roads, and Electric” to reduce the wastewater calculations for equivalent dwelling units (EDU) to 250 Gallons Per Day d. Third Reading of Ordinance 015-23 to amend Chapter 32 (impact fees) to clarify the authorized use of impact fees 8. New Business, Including Discussion & Possible Action on the following Items: a. Discussion of House Bill 1 and 2, an act to amend Title 16 of the Delaware Code relating to marijuana and an act to amend Titles 4, 11, 16, and 30 of the Delaware Code concerning the establishment of the Delaware Marijuana Control Act. 9. Presentation and public comments (3 minutes) 10. Executive session to discussion personnel matter in which the names, competency, and abilities of individual employees will be discussed. 29 Del.
