Parks & Recreation Committee Meeting
Council Chambers, Smyrna Town Hall
27 S. Market Street Plaza, Smyrna, Delaware
June 29, 2022 – 5:00 PM
Agenda
1. Call to order –
5:31 p.m. as there was no quorum at 5p.
Tabi Gott, Gerald Brown, Larry Scott (5:12p), Darryl Bowen (5:31p)
2. Minutes –
Vice-chairman Gerald Brown motioned for approval. Darryl Bowen gave the second motion.
3. Recognition of visitors –
Frederick Schaber IV, Jeremy Rothwell (Town Planner), Danielle Pope (staff liaison)
4. Movies in the Park –
Danielle led that it would be about $2-3k for the new screen and for movies, as they are
$200-300/piece through Swank; which we have an account for. Recommendation was put out
that the committee ask Mayor and Council for $6000 for the purchase of a screen and movies.
Vice-chairman Gerald Brown motioned. Darryl Bowen gave the second motion. It was asked of
staff liaison Danielle to reach out and get specific money amounts for the screen and movies.
5. Jaz Jordan – Saturday, 7/16 Community Event –
was not present. No discussion. Staff liaison Danielle will reach out to him and see what he plans
to have.
6. Veterans event 2022 –
It will be on Tuesday November 29 at the Opera House. That was the date Brian Hill, Opera
House Director, could confirm available.
7. Family Fun Day –
There was discussion of when to have this. In August? In September? When is SHS football?
Homecoming?
SHS football starts on 9/9 and is only scheduled for Fridays this year. Homecoming is 10/28.
A date of Saturday 9/10 with a rain date of Saturday 9/17 was brought forward, with a time of
10a-3p.
Vice-chair Gerald Brown motioned for approval. Larry Scott wanted to know why we were
stopping so early. Chairwoman Tabi Gott said we have to consider the staff who has to come out
and clean up. Vice-chairman Gerald Brown also mentioned that staff would need to be out early
as well for setup. Larry Scott said that it should be pushed to at least 6p and offer food.
Vice-chairman Gerald Brown said maybe 5p instead? We have to be careful of having food, we
don’t want it to sit out all day.
There was discussion of what to have: bounce house, maybe have the Boys and Girls Club back
out.
Vice-chairman Gerald Brown amended motion of Saturday 9/10 with a time of 10a-5p, and a
rain date of Saturday 9/17, 10a-5p.
Darryl Bowen and Larry Scott seconded at the same time.
8. Festival of Nations –
Chairwoman Tabi Gott led the discussion. Would like to have something around 10/2023 that
would bring all the different nationalities together. Wilmington has an event similar to this.
There is a parade in the morning or early afternoon, with different vendors and storytellers. We
would work with the schools. Lindsey Alexitch, one of the teachers, will be helping as well.
9. Other committee business –
Chairwoman Tabi Gott asked Town Planner Jeremy Rothwell about LKLA and the Master Parks
Plan and where we are at with it. Town Planner Jeremy Rothwell said that we’re working on
another public meeting in August with a steering committee meeting beforehand. Chairwoman
Tabi Gott asked if there were any dates selected. Town Planner Jeremy Rothwell said no, LKLA is
working on refining the 30-page document and refining the details taken in during the schools’
events and questionnaire responses. Town Planner Jeremy Rothwell believes that the steering
committee meeting will probably the end of the July. Chairwoman Tabi Gott asked if he had
anything else about the Master Parks Plan. Town Planner Jeremy Rothwell said he did not.
Vice-chairman Gerald Brown wanted to know where we were with getting the art trailer behind
Town Hall. Chairwoman Tabi Gott said that it would be after July 5. She said that Mike Pearson
said that the scouts needed to do some stuff and secure things before Public Works can move
the trailer. Vice-chairman Gerald Brown said that we should add this to our next meeting.
Discussion of the next meeting. It will be July 19th, 5 p.m. Both in person and virtual.
10. Adjournment –
6:05 p.m.
