1. Call to Order
Council Vice-Chair Dunn presided over the meeting and called the meeting to order at
3:00 p.m. She provided instructions for those wishing to provide public comment
remotely via Zoom.
2. Roll Call
The clerk called the roll and stated that all five members were present.

3. Public Comment
The following individuals provided public comments:
1. Stephanie Vignal, 44th Legislative District (LD)-Precinct Committee Officer (PCO),
spoke in support of Sean Paddock's nomination.
2. Bryan Johnson, Ironworkers Local 86, spoke in support of Brandy Donaghy's
nomination.
3. Kathy Christensen, spoke in support of John Lovick and Brandy Donaghy's
nominations.
4. Trevor Smith, Laborers Local 292, spoke in support of John Lovick and Brandy
Donaghy's nominations.
5. Earl Gray, 44th LD-PCO, spoke in support of John Lovick and Sean Paddock's
nominations.
6. Diana McGinness, 44th LD-PCO, spoke in support of John Lovick and Sean
Paddock's nominations
7. Hillary Moralez, resident of Bothell, spoke in support of John Lovick and Sean
Paddock's nominations.
8. Ken Crowder, resident from the 44th LD, spoke in support of the PCO
recommendations.
9. Jen Chong Jewell, resident of Everett, spoke in support of Brandy Donaghy's
nomination.
10. Mary Rollins, resident from the 38th LD, spoke in support of Brandy Donaghy's
nomination.
11. Robin McGee, 44th LD-PCO, spoke in support of John Lovick and Sean Paddock's
nominations.
12. Kelly Wright, requested the Council to discuss their vote in open session, and not in
executive session.
4. Interviews to fill Legislative District 44 Senate Vacancy

Heidi Beazizo, Acting Chief of Staff, provided information regarding the appointment
and interview process.

The Council proceeded with the interviews of each candidate.
a. John Lovick
Mr. Lovick responded to the Council's interview questions.
b. Laura Hathaway
Ms. Hathaway expressed her support for John Lovick's nomination and deferred
her time for the next interviewee.
c. Greg Pratt
Mr. Pratt responded to the Council's interview questions.
5. Executive Session
Council Vice-Chair Dunn turned to the Council for discussion and asked if there was a
desire to recess for an Executive Session. There was consensus by the members that
an Executive Session was not needed to proceed with the appointment.
6. Appointment
Motion 21-460, making an appointment to a vacancy for State 2021-1049
Senator in Washington’s 44th State Legislative District
ACTION: Council Chair Wright made a motion to approve Motion 21-460.
Councilmember Mead seconded the motion.
Council Chair Wright made a motion to amend Motion 21-460 to add the name
John Lovick. Councilmember Mead seconded the motion and it carried
unanimously.
Councilmembers thanked all the nominees and spoke in support of the
amended motion.
The vote was called and the motion to approve Motion No. 21-460, as amended,
carried unanimously.
Senator Lovick thanked the Council and provided brief remarks.
7. Interviews to fill Legislative District 44 House Vacancy

8. Executive Session
Council Vice-Chair Dunn turned to the Council for discussion and asked if there was a
desire to recess for an Executive Session. Council Chair Wright recommended that the
Council recess into Executive Session.
At 5:05 p.m., pursuant to RCW 42.30.110(1)(h), the Council recessed into Executive
Session for approximately ten minutes to evaluate the qualifications of the candidates .

The Executive Session started at 5:05 p.m. and ended at 5:15 p.m.
At 5:16 p.m., Council Vice-Chair Dunn reconvened the Council to order.
9. Appointment
Motion 21-461, making an appointment to a vacancy for State 2021-1050
Representative in Washington’s 44th State Legislative District
ACTION: Council Chair Wright made a motion to approve Motion 21-461.
Councilmember Mead seconded the motion.
Council Chair Wright made a motion to amend Motion 21-461 to add the name
Brandy Donaghy. Councilmember Mead seconded the motion and it carried
unanimously.
Councilmembers thanked all of the nominees and encouraged them to continue
to be involved in the community.

The vote was called and the motion to approve Motion No. 21-461, as amended,
carried unanimously
Representative Donaghy thanked the Council and provided brief remarks.
10. Adjourn
There being no further business, Council Vice-Chair Dunn adjourned the Council for
the day at 5:21 p.m.
