Snohomish County Council Council Meeting Meeting Minutes Megan Dunn, Council Chair Jared Mead, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Strom Peterson Wednesday, November 2, 2022 10:30 AM Jackson Board Room & Remote Meeting INTERVIEWS TO FILL PUBLIC ADVOCATE VACANCY PRESENT: Council Chair Dunn Council Vice-Chair Mead Councilmember Low Councilmember Nehring Councilmember Peterson Heidi Beazizo, Interim Chief of Staff Candidate Gricelda Montes Candidate Holly Shelton Debbie Eco, Clerk of the Council 1. Call to Order Council Chair Dunn called the meeting to order at 10:30 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . 2. Roll Call The clerk called the roll and stated that five members were present. 3. Public Comment There were no persons present wishing to provide public comment. Council interviews candidates for Public Advocate vacancy click on 2022-1089 link below for candidate information Heidi Beazizo, Interim Chief of Staff, provided a staff report and explained the interview process. Ms. Beazizo said should someone be appointed today the initial term will be for one year with possible reappointment one year from today’s date. Councilmembers proceeded with the interview portion of the meeting. a. Gricelda Montes Candidate Gricelda Montes responded to interview questions and asked questions of the councilmembers. She provided closing remarks. b. Holly Shelton Candidate Holly Shelton responded to interview questions and asked questions of the councilmembers. She provided closing remarks. EXECUTIVE SESSION At 11:28 a.m. Chair Dunn stated that pursuant to RCW 42.30.110(1)(g), there is a need for an Executive Session for personnel matters [to evaluate the qualifications of an applicant for public employment] for approximately five minutes with action to follow. She noted that any extensions would be announced in this meeting. PRESENT: Council Chair Dunn Council Vice-Chair Mead Councilmember Low Councilmember Nehring Councilmember Peterson Heidi Beazizo, Interim Chief of Staff The Executive Session began at 11:29 a.m. for an initial five minutes to 11:34 a.m. The Executive Session ended at 11:34 and Chair Dunn called the Council back to order. 5. Motion 22-446, appointment to the Snohomish County Office of the 2022-1089 Public Advocate ACTION: Vice-Chair Mead made a motion to approved Motion No. 22-446. Councilmember Low seconded the motion. Page 2 of 3 Council Meeting Meeting Minutes November 02, 2022 Vice-Chair Mead made a motion to amend the motion to add the name Gricelda Montes. Councilmember Low seconded the motion. Councilmembers expressed their appreciation for each well-qualified candidate and thanked them for the service they currently provide to the County. The question was called for on the motion to amend. And the motion to add Gricelda Montes was carried unanimously. The question was called for on the main motion and Motion No. 22-446, as amended, carried unanimously. There being no further business, Chair Dunn adjourned the Council at 11:37 a.m. for the day.
