Drewel Building & Remote Meeting PRESENT: Committee Chair Dunn Committee Vice-Chair Nehring Committee Member Low Committee Member Mead Committee Member Peterson Jim Martin, Council Staff Cheri Danner, Asst. Clerk of the Council CALL TO ORDER Committee Chair Dunn called the meeting to order at 10:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom . ROLL CALL The clerk called the roll and stated that five members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Ordinance 23-135, relating to County employment, amending 2023-1370 Chapter 3A.06 SCC Jim Martin, Senior Legislative Analyst, provided a staff report and said this ordinance would amend County Code to recognize the day after Thanksgiving as Native American Heritage Day. He explained the proposed substitute ordinance identifies the day to be recognized as the Friday after Thanksgiving as opposed to the fourth Friday in November, as identified in the original ordinance. ACTION: Move to Administrative Matters, General Legislative Session December 6th to set time and date for public hearing. 2. Ordinance 23-137, approving North County Regional Fire 2023-1379 Authority’s Interlocal Agreement CLFR-118a2 Jim Martin, Senior Legislative Analyst, provided a staff report and said this ordinance would approve the agreement, for the period of November 1, 2023, to June 30, 2026, in the amount of $500,000.00 and authorizes the Executive to sign the agreement. ACTION: Move to Regular Agenda, General Legislative Session November 29th to set time and date for public hearing. 3. Motion 23-508, approving award of Council Project Funds (Scholar 2023-1225 Fund) Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the agreement with Scholar Fund for Restorative Justice Practices, with an expiration date of September 30, 2024, and a not to exceed amount of $100,000.00. ACTION: Move to Consent Agenda, General Legislative Session November 29th for consideration. Agenda items #4, #5, and #6, Motions 23-411, 23-433 and 23-493 were discussed together Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve public official bonds for District Court Judges Rachelle Frances and Matthew Baldock and Chief Medical Examiner J. Motion 23-441, approving Public Official Bond for District Court 2023-1168 Judge Rachelle Francis ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. 5. Motion 23-443, approving Public Official Bond for District Court 2023-1204 Judge Matthew Baldock ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. 6. Motion 23-493, approval of Public Official Bond for Chief Medical 2023-1316 Examiner J. Daniel Augustine ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. 7. Motion 23-506, authorizing the County Executive to sign 2023-1369 Amendment No. 1 to the 2023 Collective Bargaining Agreement Between Snohomish County, Washington and the Washington State Council of County and City Employees AFSCME, AFL-CIO, Local 1811-PA (Prosecutor’s Criminal and Family Support DPA Unit) Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion authorizes the County Executive to sign Amendment 1 to the agreement. ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. Page 3 of 4 Finance, Budget and Meeting Minutes November 28, 2023 Administration Committee 8. Motion 23-466, adopting the Snohomish County Executive Branch 2023-1265 Equal Employment Opportunity Plan for 2023-2024 Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion adopts the Equal Employment Opportunity Plan for 2023-2024, and discussed the proposed goals. ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. 9. Motion 23-498, approving the Animal Redemption and 2023-1353 Relinquishment Fees set by the Snohomish County Auditor Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the Animal Redemption Fee Schedule, setting the animal relinquishment fee for an Animal Control Officer impound at $250.00 per animal, apprehension at $164.00, transportation at $44.00, and the redemption fee for a stray impound at $250.00. Mr. Martin said the fees shall be effective January 1, 2024, through December 31, 2024. ACTION: Move to Consent Agenda, General Legislative Session December 6th for consideration. 10. Motion 23-509, approving 2023 local hotel/motel seasonal 2023-1373 marketing campaign Jim Martin, Senior Legislative Analyst, provided a staff report and explained the motion would approve the 2023 Tourism Promotion Area Agreement with Day Vengley & Associates Marketing and Public Relations. Mr. Martin discussed the scope of work and said the contract is for a not to exceed amount of $29,937.50 and execution through December 31, 2023.
