RESPONSE TO COVID-19 STATE OF EMERGENCY
Snohomish County Council held its meeting remotely via Zoom. Governor Inslee’s Emergency
Proclamations can be accessed at the County Council’s Home page -

CALL TO ORDER:
Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided
Zoom/remote meeting instructions for those wishing to provide public comment.
ROLL CALL:
The clerk called the roll and stated that four members were present.

There were no persons present wishing to provide public comment.
ACTION ITEMS:
Action Items 1 and 2, Motions 21-118 and 21-119, were discussed together.
Geoffrey Thomas, Chief of Staff, provided a staff report for Motions 21-118 and 21-119.
1. Motion 21-118, appointing Daniel Willner of Mill Creek to the Board 2021-0019
of Equalization
ACTION: Move to Consent Agenda, General Legislative Session, April 14th for
consideration.
2. Motion 21-119, appointing David Little of Tulalip to the Board of 2021-0020
Equalization
ACTION: Move to Consent Agenda, General Legislative Session, April 14th for
consideration.
3. Ordinance 21-018, relating to Growth Management, revising 2021-0033
accessory apartment regulations; amending sections in chapters
30.22, 30.23, 30.24, 30.25, 30.26, 30.28, 30.31A, 30.35A, 30.41G,
30.66C and subtitle 30.9 of the Snohomish County Code
Moved to Admin Matters, GLS, 04/14 to set time for a public hearing suggested
date is May 5, 2021 @ 10:30 a.m.
Mitchell Brouse, Planning & Development Services, provided a PowerPoint
presentation and spoke in detail about proposed code amendments related to
accessory apartments. He responded to questions throughout his presentation.
He stated that the Planning Commission and Executive both recommend
approval.
Mr. Brouse spoke briefly about a proposed Executive recommended
amendment related to maximum floor area square footage.
ACTION: Move to Administrative Matters, General Legislative Session, April
14th to set time and date for a public hearing.

DISCUSSION ITEMS:
1. Buildable Lands Approval Schedule 2021-0120
Steve Toy, Planning & Development Services, spoke about the 2021 Buildable
Lands report and approval schedule. Responding to Committee Chair Nehring,
Mr. Toy explained where the Buildable Lands report information is available for
cities and also stated he is available to the cities for any questions.
2. Public Participation 2021-0125
Janet Wright, Hilary McGowan, and Amber Piona, Planning & Development
Services, provide a PowerPoint Presentation and provided a detailed
presentation on Public Engagement and 2024 Update Communication Plan.
