CALL TO ORDER:
Committee Chair Nehring called the meeting to order at 10:30 a.m. and provided instructions
for those wishing to provide remote public comment via Zoom.
ROLL CALL:
The clerk called the roll and stated that all five members were present.
PUBLIC COMMENT:
There were no persons present wishing to provide public comment.
ACTION ITEMS:
1. Motion 21-278, authorizing the County Executive to sign 2021-0593
2019-2021 On-Call Consultant Services Task No. 3
and Supplement No. 4 (Occ19/3-1(D) with Berk Consulting, Inc.

Ryan Countryman, Sr. Legislative Analyst, provided a detailed staff report. He
said the Executive’s Office has determined that the 2024 Comprehensive Plan
Update is likely to have significant probable adverse impacts, which means that
Snohomish County is required to prepare an Environmental Impact Statement
(EIS) and that is the purpose of the consulting contract with BERK and their
subcontractors, to help Planning & Development Services (PDS) prepare the
Draft EIS for the 2024 Update. He said the duration of the contract would
extend through December 31, 2022, the expected cost will not exceed
$482,450.00, and the staff report details the costs between departments.
Committee Chair Nehring inquired about the public outreach component and
asked if public outreach can be done internally. Terri Strandberg, PDS,
responded and spoke about the current public outreach process for other PDS
projects. Committee Chair Nehring asked how to reach out to reach out to
renters or people who live in apartment complexes. Ms. Strandberg responded,
briefly, and said it might be better to talk with the public participation lead who
focuses particularly on public participation for the 2024 Update. Committee
Chair Nehring asked Ms. Strandberg to put him in touch with that person.
There were no further questions from committee members.
ACTION: Move to Consent Agenda, General Legislative Session, August 25th
for consideration.
Action Items 2 & 3, Motions 21-272 & 21-273 were discussed together.
2. Motion 21-272, adopting the 2021 Buildable Lands Report for 2021-0584
Snohomish County and authorizing the County Council Chair and
Vice-Chair to sign transmittal letter to the Washington State
Department of Commerce
3. Motion 21-273, adopting the Buildable Lands Procedures Report 2021-0585
that has been accepted and recommended by the Snohomish
County Tomorrow Steering Committee for use in the development
of the Buildable Lands Report for Snohomish County
Ryan Countryman, Sr. Legislative Analyst, explained that the first motion, Motion
21-272, would adopt the 2021 Buildable Lands Report for Snohomish County
and authorize the transmittal to the Department of Commerce, which would
complete one of the Growth Management Act (GMA) requirements related to
Buildable Lands. He explained the second motion, Motion 21-273, would adopt
a related procedures report that Snohomish County Tomorrow has accepted
and recommends for use in developing the 2021 Buildable Lands Report.
Mr. Countryman noted that, technically, the second motion, Motion 21-273,
should be approved first because procedures should be adopted first.

Mr. Countryman proceeded with a staff report for both motions.
Steve Toy, Planning & Development Services, provided a PowerPoint
presentation and spoke, in detail, about the 2021 Buildable Lands Report.
Committee Vice-Chair Dunn requested a staff report on the changes made by
the Advisory Committee and what amendments were made after the July 8th
meeting and what was approved by the Steering Committee on the 28th. Mr.
Toy responded.
Committee Chair Nehring asked about how updated information is received and
processed for Council consideration. Mr. Toy responded.
ACTION: Move to Regular Agenda, General Legislative Session, August 18th to
set time and date for a public hearing.
