Clerk of the Council Tuesday, July 5, 2022 11:00 AM Jackson Board Room & Remote Meeting PRESENT: Committee Chair Nehring Committee Vice-Chair Dunn (not present) Committee Member Wright (remote) Committee Member Low Committee Member Mead (remote) Ryan Countryman, Council Staff Debbie Eco, Clerk of the Council Lisa Campfield, Asst. Clerk of the Council CALL TO ORDER Committee Chair Nehring called the meeting to order at 11:00 a.m. and provided instructions for those wishing to provide public comment for both in-person and remote via Zoom. ROLL CALL The clerk called the roll and stated that four members were present. PUBLIC COMMENT There were no persons present wishing to provide public comment. Page 1 of 2 Planning and Community Meeting Minutes July 05, 2022 Development Committee ACTION ITEMS 1. Motion 22-280, authorizing the County Executive to sign a 2022-0616 consultant services agreement for engineering services for Planning & Development Services Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said this motion would provide engineering services for Planning and Development Services. He noted no amendments are necessary for this motion however, there is an updated Formal Task Assignment Document that shall accompany the motion to General Legislative Session. Mr. Countryman said the contract is for up to $126,720.00, but that there are limited fiscal implications as the funds being utilized are from vacant positions within the department. The contract shall end on December 31, 2023 and take effect upon the execution of the contract. ACTION: Move to Consent Agenda, General Legislative Session July 13th for consideration. 2. Motion 22-283, concerning the County Council’s Position on a 2022-0656 Proposed full merger of Fire Protection District No. 23 into Fire Protection District No. 17 - BRB #04-2022 Ryan Countryman, Sr. Legislative Analyst, provided a staff report. He said the purpose of this merger annexation is to allow the smaller Fire District No. 23 to merge with the larger Fire District No. 17. The effective date of this merger would be January 1, 2023. ACTION: Move to Consent Agenda, General Legislative Session July 13th for consideration. 3. Motion 22-284, authorizing the County Executive to sign 2019-2022 2022-0659 Snohomish County On-Call Consultant Services Task No. 3a (Occ19-3-1(D)) with Berk Consulting, Inc. Ryan Countryman, Sr. Legislative Analyst, provided a staff report and summarized the work to be done under the contract related to the 2024 Comprehensive Plan. Mr. Countryman said the contract shall not exceed $551,881.00 with work concluding by December 31, 2023 and that no budget amendments are necessary.
