Page 1 of 4 Planning and Community Meeting Minutes June 04, 2024 Development Committee PUBLIC COMMENT The following people provided comments related to Tree Canopy: * Joan Smith, resident of the city of Edmonds (submitted oral comments, included in the Tree Canopy public comment record below. See link 2024-0175) * Karen Crowley, League of Women Voters * Kate Lundsford, League of Women Voters * Jerry Morrier, resident of city of Bothell, spoke about 2024-1210 available lands and buildable lots. * Patty Carthis, resident of the city of Bothell, spoke about available lands and buildable lots. * Annette Campbell Olsen, resident of the city of Arlington, spoke about infrastructure, construction, expansion, rural cluster development, and tree canopy. * David Toyer, Toyer Strategic Advisors, city of Lake Stevens, 2024-1211 spoke about a property they represent in the Maltby UGA and requested a code amendment in Title 30 to allow for warehousing in the Maltby UGA. See written comment at 2024-1211 for details. DISCUSSION ITEMS 1. Comprehensive Plan Update 2024-1144 Planning and Development Services Staff Ryan Countryman, Sr. Legislative Analyst, provided an overview of today’s presentations. David Killingstad, Planning & Development Services (PDS), provided an introduction and PDS staff provided the following presentations. PDS staff responded to questions from committee members throughout their presentations. i. Tribal Coordination Element - Henry Jennings ii. Ordinance 24-027, relating to the Growth Management Act, 2024-0422 adopting Future Land Use Map Amendments to the Snohomish County Growth Management Act Comprehensive Plan and amending the Official Zoning Map to Implement Changes to the Future Land Use Map (SW 10 - CS Real Estate Development) c. Ordinance 24-031, relating to Mandatory Updates of the 2024-0428 Snohomish County Growth Management Act Comprehensive Plan, pursuant to RCW 36.70A.130; adopting Future Land Use Map Amendments to the Comprehensive Plan g. Ordinance 24-033, relating to mandatory updates of the 2024-0417 Snohomish County Growth Management Act Comprehensive Plan, pursuant to RCW 36.70A.130; Adopting Text, Policy, and Map Amendments to the Comprehensive Plan; and Adopting an Urban Growth Area Land Capacity Analysis 2. 2023 Annual Tree Canopy Monitoring Report 2024-0175 Diana Dannoun, Planning and Development Services Diana Dannoun, Planning and Development Services, provided a presentation. Mr. Killingstad responded to questions from Committee Chair Nehring related to native species. Mr. Countryman responded to Committee Member Low regarding testimony provided earlier in the agenda related to the warehousing in the Maltby UGA. 3. Planning and Community Development Committee meeting scheduling Ryan Countryman, Council Staff Mr. Countryman spoke briefly to the Comp Plan hearing schedule requirements.
