Governor Inslee’s Emergency Proclamations can be accessed at the County Council’s Home page - https://www.snohomishcountywa.gov/172/County-Council PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low (not present) Councilmember Nehring Councilmember Mead Geoffrey Thomas, Chief of Staff Eileen Canola, Planning & Development Services Debbie Eco, Clerk of the Council *See below for names of people providing testimony Call to Order Chair Wright called the hearing to order at 10:30 a.m. Roll Call The clerk called the roll and stated that four councilmembers were present. Chair Wright turned to Chief of Staff Geoffrey Thomas to address an administrative item . Mr. Thomas explained that at this morning's General Legislative Session a public hearing was set for Ordinance 21-023, mistakenly for November 19, 2021. The correct date should have been May 19, 2021, the request is for a motion to be made to reset that hearing date. ACTION: Vice-Chair Dunn made a motion reset the public hearing date for Ordinance No. 21-023 to May 19, 2021. Councilmember Mead seconded the motion and it carried unanimously by the four members present. Page 1 of 3 Public Hearings Minutes April 28, 2021 Action Items 1. Ordinance 21-005, approving and authorizing the County Executive 2021-0106 to sign an interlocal agreement between Snohomish County, the city of Lake Stevens, and the Lake Stevens Sewer District for the Southeast Interlocal Annexation (Reference ECAF 71071) Chair Wright opened the public hearing and the clerk read the title of the ordinance into the record. Geoffrey Thomas, Chief of Staff, provided a staff report and spoke about Amendment Sheet 2 which includes an updated interlocal agreement and would replace Amendment Sheet 1. There were no questions from councilmembers. Chair Wright opened the hearing for public testimony. The following people provided testimony: Mike Mashock, resident of the city of Lake Stevens, spoke in support of the annexation. Scott Bennison, resident of the city of Lake Stevens, spoke in support of the annexation. Tony McAllister, resident of the city of Lake Stevens, spoke in support of the annexation. Vickie Hollingsworth, resident of the city of Lake Stevens, spoke in support of the annexation. Tom Matlack, resident of the city of Lake Stevens, spoke in support of an advisory vote. Janice Huxford, resident of the city of Lake Stevens, stated she was not opposed of the annexation but expressed concerns. She expressed support for an advisory vote. Patricia Anderson, resident of the city of Lake Stevens, spoke in support of the annexation. Kate MacKenzie, resident of the Lake Stevens UGA, spoke in support of the annexation Sue Fernal, resident of the Lake Stevens area, expressed concerns with if people were aware of the annexation and spoke in support of an advisory vote. Magda Hopt, resident of the city of Lake Stevens, spoke in support of an advisory vote. Mike Jones, resident of the city of Lake Stevens, spoke in opposition of the against annexation and in support of an advisory vote. Kevin McLarnon, resident of the city of Lake Stevens, asked the Council several decision making questions. There being no further persons wishing to testify, Chair Wright closed the testimony portion of the hearing calling for a motion or discussion of the Council. Page 2 of 3 Public Hearings Minutes April 28, 2021 Chair Wright explained why she would not be supporting the ordinance today. She said she supports an advisory vote, that is her approach to the annexation. She said she wanted to make it clear she is not opposed to the annexation, she thinks it is a good idea, she wants the citizens to decide. Vice-Chair Dunn and Councilmembers Nehring and Mead each provided comments and explained their support for this ordinance. Responding to Vice-Chair Dunn, Mr. Thomas clarified the differences between the amendment sheets. He explained Amendment Sheet 2 reflects what is in the master agreement and adds in correct language and dates to the interlocal agreement that has been adopted by the City and the Sewer District. Eileen Canola, Planning & Development Services, confirmed that Mr. Thomas' statements were correct and she added brief comments regarding Amendment 2. ACTION: Vice-Chair Dunn made a motion to approve Ordinance 21-005. Councilmember Mead seconded the motion. Vice-Chair Dunn made a motion to approve Amendment 2. Councilmember Mead seconded the motion and it carried unanimously by the four members present. The clerk called the roll and the motion to approve Ordinance 21-005, as amended, carried three to one, with Chair Wright, voting against. Adjourn Chair Wright recessed the Council at 11:20 a.m. Page 3 of 3
