Snohomish County Council Public Hearings Meeting Minutes Stephanie Wright, Council Chair Megan Dunn, Council Vice-Chair Councilmembers: Sam Low, Nate Nehring, Jared Mead Wednesday, June 9, 2021 10:30 AM Remote via Zoom RESPONSE TO COVID-19 STATE OF EMERGENCY Snohomish County Council held its meeting remotely via Zoom. Governor Inslee ’s Emergency Proclamations can be accessed at the County Council’s Home page - https://www.snohomishcountywa.gov/172/County-Council . CALL TO ORDER Council Chair Wright called the remote public hearing to order at 10:30 a.m. ROLL CALL The clerk called the roll and stated that all five members were present. ACTION ITEMS PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low Councilmember Nehring Councilmember Low Jim Martin, Council Staff Elena Lao, Asst. Clerk of the Council 1. Ordinance 21-028, related to the 2021 Budget; making an 2021-0057 emergency appropriation in Grant Control Fund 130 to provide expenditure authority for unanticipated costs associated with the continuing response to the COVID-19 Pandemic Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Council Chair Wright opened the hearing for public testimony and provided instructions for remote participation in the Zoom meeting. There being no persons present wishing to provide public testimony, she closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Council Vice-Chair Dunn made a motion to approve Ordinance 21-028. Councilmember Mead seconded the motion. The clerk called the roll and the motion to approve Ordinance 21-028 carried unanimously. PRESENT: Council Chair Wright Council Vice-Chair Dunn Councilmember Low Councilmember Nehring Councilmember Low Geoffrey Thomas, Chief of Staff Elena Lao, Asst. Clerk of the Council 2. Ordinance 21-026, an interlocal agreement with Pacific Northwest 2021-0198 Economic Region for maritime focused supply chain workshops Council Chair Wright opened the hearing and the clerk read the ordinance title into the record. Geoffrey Thomas, Council Chief of Staff, provided a staff report. Council Chair Wright opened the hearing for public testimony and provided instructions for remote participation in the Zoom meeting. Ordinance 21-018, relating to Growth Management, revising 2021-0033 accessory apartment regulations; amending sections in chapters 30.22, 30.23, 30.24, 30.25, 30.26, 30.28, 30.31A, 30.35A, 30.41G, 30.66C and subtitle 30.9 of the Snohomish County Code Chair Wright opened the public hearing and the clerk read the ordinance title into the record. Geoffrey Thomas, Chief of Staff, provided a staff report. He noted that the hearing has been continued from May 5th so that amendments could be brought forward and notice could be provided to the public. Mr. Thomas then summarized the proposed amendments 1, 2, 3A, and 4. He clarified that Amendment 3A replaces Amendment 3. Chair Wright opened the public hearing for testimony and provided Zoom/remote instructions. The following people provided testimony: Valerie Carson, Snohomish County resident G. Craig, Snohomish County resident Gene Hoffman, resident of Clearview Mayor John Kartak, City of Snohomish Joe Rye, resident of Lake Goodwin Mary McElvoy, Snohomish County resident There being no further persons wishing to testify, Chair Wright closed the testimony portion of the hearing calling for a motion or discussion of the Council. ACTION: Vice-Chair Dunn made a motion to approve Ordinance No. 21-018. Councilmember Mead seconded the motion. Chair Wright spoke to Amendment Sheet 4. She explained this may not be the right vehicle at this time and may need to take up as a separate product. ACTION: Councilmember Nehring made a motion for staff to prepare an ordinance that encompasses the code amendments proposed in Amendment Page 3 of 4 Public Hearings Meeting Minutes June 09, 2021 Sheet No. 4 to be referred to the Planning Commission for its recommendation. Chair Wright seconded the motion. Councilmember Nehring spoke to his motion and agreed with Chair Wright that the timing today makes it difficult to make the changes. He explained he would like to continue the conversation in Planning Committee. The question was called for and the motion to approve the oral motion to refer an ordinance to the Planning Commission, as stated above, was unanimously approved. ACTION: Vice-Chair Dunn made a motion to approve Amendment Sheet 1. Councilmember Mead seconded the motion and it carried four to one with Councilmember Low voting against. ACTION: Vice-Chair Dunn made a motion to approve Amendment Sheet 2. Councilmember Mead seconded the motion. Mr. Thomas clarified questions for Vice-Chair Dunn regarding Amendment Sheet 2 and the 100 foot restriction. The question was called for and the motion to approve Amendment Sheet 2 carried unanimously. ACTION: Vice-Chair Dunn made a motion to approve Amendment Sheet 3A. Councilmember Mead seconded the motion. Mr. Thomas provided a brief summary and noted that Amendment Sheet 3 is not recommended and Amendment Sheet 3A incorporates changes. Vice-Chair Dunn spoke to Amendment Sheet 3A. Chair Wright explained why she will be voting against Amendment Sheet 3A. The question was called for and Amendment Sheet 3A carried four to one with Chair Wright voting against. Councilmember Nehring provided direction to continue discussion at Planning Committee and he let anyone from the public listening know, they could e-mail contact.council for more information. The question was called for on the main motion. The clerk called the roll and the motion to approve Ordinance 21-018, as amended, carried unanimously. ADJOURN There being no further business, Chair Wright adjourned the Council for the day at 11:10 a.m. Page 4 of 4
